Hello, I'm Brandee Keith of the South Coast Air Quality Management District. We'd like to remind residents that we are entering ozone season in Greater Los Angeles. During this time of year, hot, stagnant days with strong sunlight can increase the formation of ground-level ozone, known as smog, creating unhealthy air quality throughout Southern California. During this time, it is common for air quality to reach unhealthy levels in the afternoon hours. Ozone pollution can cause or worsen respiratory problems, including asthma, lung inflammation and bronchitis. Young children, older adults and people with chronic respiratory conditions may be more sensitive to the health effects of ozone. Residents should stay informed of air quality levels in their area and adjust their activities accordingly. You can check your air quality by downloading our South Coast AQMD mobile app, or by going to www.aqmd.gov/aqimap for our local Air Quality Index, or by signing up to receive air quality notifications via email at www.airalerts.org.

I would like to express my support for the following items in the budget or to be added (I have provided further details and images in a written letter sent to the city council and clerk last week):
- I support the wage increases for city staff so that the City of Redondo does not continue to lose employees to other cities.
- The CIP program outlines new bicycle facilities at Beryl St, N and S Catalina, Lilienthal, and Torrance Blvd. I would like to ask that Torrance Blvd especially be designed and built as a protected Class IV bike lane. The parking lane is underutilized throughout the Redondo segment of Torrance Blvd, and there are many people on bikes traveling through this high-speed road going to and from the beach. For traffic calming and safety reasons, this street would be enormously improved by removing 1 or both parking lanes and replacing with bollard- or concrete-protected cycle tracks. The other streets outlined could all lend themselves to Class IV bike lanes as well, and I ask that the city prioritizes this wherever possible. - Bicycle corrals at city parks and a bike rack request program. Many parks are parking-impacted on game days and bike corrals will help to reduce parking pressure.
- Bulbouts/curb extensions along commercial and coastal zones to keep pedestrians safe and slow down cars.
Suggested locations for 4-way bulbouts (also slated for speed limit reductions): N Catalina Ave and Beryl St, Pearl St and S Catalina Ave, Torrance Blvd and S Broadway, Vista Del Mar and S Catalina Ave. - Explore a pedestrian-only zone along Catalina Ave in Riviera Village from Vista Del Mar to Ave I or PV Blvd to Ave I. This can be combined with the proposal to make dining decks permanent. Cars can travel on adjacent PV Blvd, PCH, and Esplanade so circulation would not be impacted. This could effectively create a new city park with an ambience similar to El Segundo's The Point where people can come to dine, shop, play, and gather without the stress of cars.

Mayor Brand, City Council, and Staff,
This is in reference to BR#19. This is an excerpt from my letter May 25, 2023 regarding the basketball courts and pickleball. In particular, we desire that the basketball hoops be opposite facing keeping existing layout. We would like Option 1.
May 25, 2023
Dear Mayor Brand, Paige Kaluderovic, Council Members, Mike Witzansky, Ted Semaan, Kelly Orta, Public Works Commission, Recreation & Parks Commission, and City Staff, Attached is a letter signed by 66 residents and users of Franklin Park that was sent in 2022. The letter and signatures are appended to this letter as a reminder and to new Board Members. It is also important because of the development of the Friendship Foundation. The letter also includes the original plan design of the park in 1989 which included direct input from the residents where we desired:
1. No organized play areas aside from the basketball and volleyball courts.
2. Basketball hoops to be opposite facing.
3. No ballfield lights.
4. No shrubs.
If there are any planned changes or uses to the park, please reach out to the Franklin Park community first to get our input.
Sincerely,
Warren Chun

I think the city and the Recreation and Parks department should seriously consider creating a new job class for a Non sworn position as a Park Ranger to be the eyes and ears for the police and fire department in our parks.
This position would fall under the parks department and would report to them as well as the parks committee for updates. We have numerous parks in our city and we need personnel who are assigned to them for the sole purpose to keep them safe.
The Manhattan Beach Park Service Enforcement Officer is a non sworn position that “ Under general supervision, this non-sworn position patrols and monitors parks to enforce City rules, regulations, codes and ordinances and resolves disputes or conflicts among park patrons.”
The City of Torrance also has Park Rangers. The Park Ranger Unit is responsible for patrolling the Parks in the City of Torrance to ensure that they are safe and secure for the community. Park Rangers work closely with park users, park maintenance staff, recreation staff and the Police Department to enforce rules and regulations as they pertain to the parks, park facilities, and libraries.
This could be opportunity as a recruiting tool for young adults to develop skills in serving their community. This would benefit those who have aspirations of being a firefighter or police officer in Redondo Beach. This would benefit our city in more ways than one. Thank you for your time.

I think the city of Redondo Beach should implement a basic permit review fee for single family homes to be in line with MultiFamily. Other neighboring cities such as the city of Torrance have fees in place for this to ensure that city staff time and resources are being paid for by development.
I also think that the city is missing out on a source of revenue with the Wilderness Park lacking a photography fee.
A modest fee would help offset any costs that the city might incur from this activity and boost revenue for the city to help the park!

I support the proposed master fee schedule for Community Services, especially to update fees to be on par with nearby cities. I wanted to suggest that Community Services begin charging for professional still photo permits at Wilderness Park and other scenic parks like Veterans Park. Currently, I see that there is a section for "park filming fees" set at 1,500 minimum to 10,000 maximum. But I do not see a section for still photo permits. Wilderness Park is a popular location for professional photography sessions for wedding, graduation, engagement, and holiday photos. This could be a significant revenue opportunity especially during graduation and holiday seasons.
The City of Laguna Beach administers photo permits for $100 per 2 hours at city parks. See here:
https://www.lagunabeachcity.net/government/departments/parks-recreation/parks-and-open-space/permits/filmphotography-permits With regards to the Community Development fee schedule, I oppose that there is no fee charged for administrative review of single-family, additions, commercial remodels, and signs. I feel this category is too broad and confusing as there is another category for "review of additions, overlap parking, and/or signs" which is charged. Single-family homes likely involve significant planning department staff time, and there should be a fee associated with its administrative review. For other fees for multi-family development I recognize that there is a lot of staff time involved, but I would caution against charging too high fees as to discourage development and come under the scrutiny of HCD.
