BACKGROUND
The Alta Vista Sewer Pump Station Project was designed to replace two small existing pump stations and construct in their place one larger station with an emergency stand-by generator. The new pump station replaced the existing Alta Vista Ball Park Pump Station and Alta Vista Park Community Center Pump Station, both located near high activity areas in Alta Vista Park. The new pump station was constructed within Alta Vista Park north of the Community Center parking lot on the hillside adjacent

to Camino Real.

Replacement of these older and less efficient stations with a current station designed to meet all current safety and building codes is important for the protection and preservation of life and property, which is considered an important part of maintaining the City’s sanitary sewer system, as recommended in the City’s Sewer System Master Plan.

On November 2, 2021, the City Council awarded Toro Enterprises, Inc., a public works contract for $3,044,650 to complete the Alta Vista Sewer Pump Station Project, Job No 50300.

On August 9, 2022, the City Council approved the change order request to furnish and install the Pallet Shelter’s sewer improvements. City Council also granted the City Engineer the authority to execute change orders not exceeding $60,000 to perform this off-site work, which increased the approved project contingency limits to $364,465.

During construction, staff issued three change orders totaling $307,116.30 that fell within the approved contingency of $364,465. The change orders addressed unforeseen field conditions, utility relocation, realignment of the sewer line due to conflict with existing mature tree roots, construction response to RFIs, owner requested/directed changes, conflicts between design drawings and existing field conditions, community center parking lot slurry seal & striping and the Pallet Shelter’s sewer improvements. The final cost of construction was $3,351,766.30, a 10.1% increase over the original contract amount of $3,044,650.

The Alta Vista Sewer Pump Station is fully operational and integrated with City’s Supervisory Control and Data Acquisition (SCADA) system for maintenance. The new pump station improves the reliability and efficiency of the City’s sewer system, protects public health and safety and meet all current building and safety codes. This project will also incorporate an art element at the site, per the City’s Public Art Ordinance (1% of project budget coordinated with the City’s Public Art Commission).

The art element will be implemented on the heels of project closure.

The project is now considered complete, and staff recommends that Council: 1) accept as complete; 2) authorize the City Engineer to file a Notice of Completion with the Los Angeles County Recorder; and 3) authorize Banner Bank to release escrow funds held per Escrow agreement No. 1982 in the amount of $167,588.32 to Toro Enterprises, Inc., upon expiration of the 35-day lien period after said recordation and no claims being filed upon the project.

COORDINATION
Construction was coordinated between the Public Works, Community Development, and Community Services Departments.

Public Works Engineering Division staff also worked closely with Alta Vista Elementary School, Alta Vista Community Center staff, Southern California Edison and other utility companies throughout project construction.
