BACKGROUND
The Pier Railing Improvement Project, Job No. 70610, is included as part of the current Capital Improvement Program funded by Harbor Tidelands and Upland Funding. This Project improved the railings along the perimeter of the pier either by recoating or replacing railing sections, and enclosed the new Pad 10 skate park with similar railings. Railings with minor corrosion damage were removed, sandblasted and recoated. Railings that were beyond repair due to significant corrosion were removed and replaced.

On February 1, 2022, the City Council approved the Project Plans and Specifications and authorized the City Clerk to advertise the Project for competitive bids. On March 24, 2022, the City Clerk’s office received and publicly opened two bids for the Project.

After reviewing the bids, Unix was found to be the lowest responsible bidder. On May 3, 2022, the City awarded the Project contract to Unix in the amount of $1,571,546. Construction began on

City awarded the Project contract to Unix in the amount of $1,571,546. Construction began on September 1, 2022 following the receipt of railing and wood bollards which had long lead times.

During construction, staff issued five change orders totaling $125,369.71, which addressed current field conditions, requiring recoating and/or replacement of additional railings, handrails and wood posts. An initial “off-site” change order in the amount of $8,850 was issued to take advantage of Unix’s proximity and expertise with metal railings to replace railings recently damaged by a vehicle collision along Marina Way, to immediately address and improve pedestrian, vehicle and bicycle safety. Other railings that were not in the initial assessment were identified in the field to require recoating or replacement.

A final change order focused on modified skate park railings, to address safety concerns with pedestrians immediately outside of the skate park. The total of five change orders added costs of $125,369.71, bringing the final contract amount to $1,696,915.71, an 8% increase over the original contract amount of $1,571,546.

On June 9, 2023, the project was reviewed by staff and determined to be substantially complete.
