TITLE
APPROVE THE FOURTH AMENDMENT TO THE SOFTWARE LICENSE AGREEMENT WITH HITECH, INC. FOR POLICE RECORDS MANAGEMENT AND COMPUTER AIDED DISPATCH SOFTWARE FOR AN ADDITIONAL AMOUNT OF $20,406.27 AND TO EXTEND THE TERM THROUGH DECEMBER 31, 2023
EXECUTIVE SUMMARY
The Police Department implemented a new Records Management System (RMS) and Computer Aided Dispatch (CAD), Mark43, in March 2022. As the transition between CAD/RMS vendors is implemented, a license agreement extension with the former software vendor, Hitech, Inc., is needed to assist in accessing critical legacy data while the data migration into Mark43 is completed.
BACKGROUND
On March 1, 2022, the Police Department went live with Mark43 as the City’s new CAD/RMS software system. The transition to the new system requires that a significant amount of legacy data be migrated and mapped. The migration process is being coordinated with a Mark43 project manager, Police Department staff and a data migration vendor. Inquiry access to the legacy data and documents contained in the HiTech system is critical to continued efficient operation of the Police Department. Access to this data is necessary as many cases are still under investigation, have pending court hearings, or are related to California Public Records Act requests.
A third amendment to the software license agreement with HiTech, Inc. was approved in June 2022 to extend legacy database access for an additional year. As implementation continues, and minor issues with Mark43 are addressed, the data migration from HiTech is expected to take an additional six months, through December 31, 2023, to execute. HiTech, Inc. has provided the City of Redondo Beach with a quote for maintenance of this data for the additional six months, from July to December 2023. Approval of the amendment would ensure access to this legacy data through the full data migration process.
COORDINATION
This fourth amendment has been approved by the City Attorney’s Office. The Police Department coordinated with the Information Technology Department on the software maintenance and data migration needs.
