Report
H.13., File # 23-6214 Meeting Date: 6/20/2023
To: MAYOR AND CITY COUNCIL
From: PATRICK BUTLER, INTERIM FIRE CHIEF
TITLE
APPROVE THE SOLE SOURCE PURCHASE OF REPLACEMENT FIREFIGHTER SELFCONTAINED BREATHING APPARATUS (SCBA) FROM L.N. CURTIS THROUGH UTILIZATION OF

SOURCEWELL COOPERATIVE PURCHASING AGREEMENT PRICING IN AN AMOUNT NOT TO EXCEED $332,698.73

EXECUTIVE SUMMARY
Approval of the recommended action will allow the Fire Department to execute the Decision Package approved as part of the Fiscal Year 2022-23 Budget to replace half of the Self-Contained Breathing Apparatus (SCBA) that have reached the end of their recommended service life. Funding for the other half of the SCBA inventory that need to be replaced is proposed as part of the FY 2023-24 Budget.

BACKGROUND
Firefighters utilize self-contained breathing apparatus (SCBA) on all emergency responses that require protection from respiratory hazards. These call types include, but are not limited to: fires, confined space rescues, and hazardous materials incidents. The Occupational Safety and Health Administration (OSHA) requirements mandate that SCBA be taken out of service and replaced after a 15- year service life. The RBFD SCBA inventory reaches its 15-year mandated replacement schedule at the end of the 2023 calendar year.

In FY 2022-23, a planned replacement strategy for this critical equipment was approved as part of the adopted budget, which included the appropriation of $326,192 to replace 50% of the RBFD’s SCBA inventory. RBFD has 38 SCBA’s and 117 air cylinders which are scheduled to be replaced.

COORDINATION
The Fire Department has coordinated preparation of this item with the Financial Services Department.

FISCAL IMPACT
The replacement SCBA’s will cost $332,698.73. Funding for the purchase, in the amount of $326,192, was approved as part of the FY 2022-23 Adopted Budget via Decision Package #23 - Partial Fire Self-Contained Breathing Apparatus Equipment Replacement. The remaining $6,506.73 needed for the purchase, is available in the Fire Department’s regular operating budget.
