Report
H.15., File # 23-6292 Meeting Date: 6/20/2023
To: MAYOR AND CITY COUNCIL
From: PATRICK BUTLER, INTERIM FIRE CHIEF
TITLE
APPROVE A PROJECT SERVICES AGREEMENT WITH CITYGATE ASSOCIATES, LLC. FOR THE

PROVISION OF A COMPARATIVE DEPLOYMENT AND ORGANIZATIONAL ANALYSIS OF THE

REDONDO BEACH FIRE DEPARTMENT INCLUDING AN ANALYSIS AND REVIEW OF COSTS

FOR FIRE, EMS AND HARBOR OPERATIONS AS COMPARED TO THOSE PROPOSED BY THE

CONSOLIDATED FIRE PROTECTION DISTRICT OF THE COUNTY OF LOS ANGELES FOR A TERM EXPIRING ON JUNE 30, 2024 FOR AN AMOUNT NOT TO EXCEED $96,741

EXECUTIVE SUMMARY
On May 2, 2023, the City Council directed staff to enter into contract negotiation with Citygate Associates, LLC. (Citygate) for a third-party deployment and organizational analysis of the Redondo Beach Fire Department. The study will be conducted in parallel and serve as a compliment to the Feasibility Study being performed by the Consolidated Fire Protection District of Los Angeles County (County Study).

BACKGROUND
On April 11, 2023, the City Council directed staff to issue a Request for Qualifications (RFQ) seeking consultants with the capability to perform a third-party deployment and organizational analysis of the Redondo Beach Fire Department which will take place in parallel, and serve as a complement to, the County Study, which was recently authorized to enter into Phase 2 of the process.

An RFQ was released to respected firms with a history of conducting similar studies on April 13, 2023. Three responses were received in advance of the April 20, 2023 deadline. The firms submitting proposals were, in alphabetical order, AP Triton, LLC., Citygate and Matrix Consulting Group, LTD. Each response demonstrated the necessary experience to complete the project. As such, all three firms were presented to Council for consideration on May 2, 2023. At that meeting, Council directed staff to enter into contract negotiations with Citygate for completion of the study, based on their experience conducting studies of similar scope and complexity in other jurisdictions, and identified the scope of work to be included in the consulting services agreement.

Following the meeting, staff met with Citygate on two occasions to share the City Council’s vision for the study and to refine the scope of work submitted as a part of the RFQ process. The attached Agreement reflects the study goals desired by the City Council and includes an evaluation of the deployment model and harbor patrol resources currently in place in King Harbor, along with best practices. The one item that could not be fully executed at this time, with the level of available funding, is an in-depth, comprehensive analysis that compares and contrasts other harbor operating

funding, is an in-depth, comprehensive analysis that compares and contrasts other harbor operating models. Citygate stated that a full review of the Marina Del Rey model (given its size) would significantly increase the cost of the contract and would need its own service cost proposal.

The work included in the contract is expected to take 4-6 months to complete.

COORDINATION
This item was coordinated with the City Manager’s Office and the City Attorney’s Office approved the Agreement as to Form.

FISCAL IMPACT
The City Council appropriated $60,000 in the FY 2022-23 Budget to pay for completion of the thirdparty study. Funding for the remainder of the contract cost is available in the Fire Department’s operating budget and from the $6,000 of surplus funding set aside for completion of the County Study.
