The evidence that Inclusionary Zoning (IZ) harms creation of affordable housing is overwhelming. IZ has been proven to render housing development infeasible, reducing supply and raising rents through scarcity. Why are we spending so much money on consultants to pursue IZ when HCD has already told RB that our development fees on new multi-family housing is too high?
Not only is pursuing IZ a waste of money, but it exposes us to the risk that CD will revoke our conditional compliance ruling on our Housing Element, which will allow Builder's Remedy projects such as AES to proceed. If you truly don't want BR skyscrapers throughout our city, stop creating more impediments to smaller-scale developments that people really like and need.

Lina Carrillo, President of RPSA. With regard to the Decision Packages related to the reorganization of the Community Services Division, the proposal would create a new Manager Position and a total of 6 Recreation Coordinator positions, with no Recreation Supervisor position any longer. In the interest of efficient operations, the span of control for the new Manager position, and future succession planning, RPSA would recommend reducing the Recreation Coordinator positions to a total of 5, and leave a Recreation Supervisor position available. The Supervisor position would assist the new Manager in the myriad of functions related to recreation programming. This would also offer a promotional opportunity to long-standing Recreation Coordinator employees that have successfully demonstrated skill and dedication in their current position.

Further, the reclassification of the Senior Management Analyst position to Deputy Director will leave Recreation Services without an Analyst type position. Analyst positions are vital in all departments, as they oversee critical operational functions, such as budget preparation and monitoring, contract processing and tracking, and are usually the main interface with other departments. These are administrative functions which fall outside of what a Deputy Director should handle. RPSA supports the new Deputy Director position, but recommends that at least an Administrative Analyst position be maintained for the department.

Please take these recommendations into consideration when making your budget motion. Thank you.

I would like to advocate that the Community Development begin charging fees for administrative review of single- tamily, additions, commercial remodels, and signs. Single-tamily homes likely involve significant planning department staff time, and there should be a fee associated with administrative review for new single-family construction and additions.

I would also like to advocate for Community Services to explore a revenue opportunity to establish a professional still photography permit that would charge a modest fee to professional photo shoots that take place on city property such as Veteran's Park and Wilderness Park. No such program exists in Redondo, but these locations are popular for family photos, baby photos, and engagement photo sessions and the city is missing out on a potentially regular revenue source. Cities like Laguna Beach maintain a photo permit program at $100 for 2 hours (https://www.lagunabeachcity.net/government/departments/parks-recreation/parks-and-open-space/permits/film- photography-permits).

We are in an unfortunate situation here. The city manager is correct, if we can't do something on the 4th, we shouldn't do anything. People look forward to fireworks on the 4th, without that - we really don't have anything - l would suggest just planning for next year and let people know the reason why we can't do anything this year.

Several community members including myself have advocated for a drone show to replace or accompany the July 4th fireworks tradition in an effort to reduce PM 2.5 pollution from fireworks. The city did explore this option last year but chose to stick with fireworks, in part due to cost, visibility, and potential safety concerns. Now, the new regulations and permit system are forcing us to determine alternatives.

Is it too late to explore a drone show on July 4th as a possible solution? We do need to be mindful of the air (and water) pollution generated from fireworks and consider more sustainable alternatives.

Very disappointed in the possible cancellation or date change of the 4th of July fireworks, very disappointed in the fact that very few residents are even aware of this item on the agenda, very disappointed the city community development administrator can't find a vendor to provide 4th of July fireworks show and very disappointed most of citizens of LA County knew the LARWQB would be passing some new bogus Clean Water Act.
