EXECUTIVE SUMMARY
The Redondo Beach Transit Center - Job No. 20120, one of the largest public works projects in the City's history, required the abatement of hazardous materials on both the new and former transit center sites. Lead and asbestos materials were determined to be present during the design process and were identified for removal from structures destined to be demolished and removed as part of the awarded Transit Center Project. This work can only be performed by strictly licensed contractors and was contracted separately from the main project.
The City Council awarded Resource Environmental, Inc. a public works contract for $128,000 for the Redondo Beach Transit Center - Lead and Asbestos Abatement Project, Job No. 20120. During construction, staff issued one change order totaling $12,000, increasing the final contract amount to $140,000.
The abatement project is now complete and ready for City Council acceptance and authorization to release the final retention amount of $7,000 to the contractor upon expiration of the 35-day lien period and there being no claims filed.
BACKGROUND
During the preliminary engineering and design of the new Redondo Beach Transit Center, hazardous materials we discovered on several of the structures that were to be demolished in preparation for the new bus facility and the demolition of the previous center. Lead based paint was found to exist on certain concrete curbs and columns, and asbestos was found in the mastic used to adhere floor tiles and the roofing material for the shade structure. A hazardous material abatement Workplan was developed as part of the investigation process. The Workplan was approved by the appropriate authorities and used as a basis for the scope of work for the specialty contractor.
On April 7, 2020 the City Council authorized advertisement for competitive bids for the Abatement Project to remove lead and asbestos known to exist on the structures destined for removal. On May
