TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT WITH HAYER CONSULTANTS, INC. FOR BUILDING PLAN CHECK REVIEW SERVICES FOR AN ADDITIONAL $15,000 FOR A NEW TOTAL NOT TO EXCEED AMOUNT OF $30,000 FOR THE EXISTING TERM THROUGH FEBRUARY 8, 2024
EXECUTIVE SUMMARY
On February 9, 2021, the City Council approved agreements with six consulting firms to provide building plan check services on an as-needed basis. The services provide the capability for the Community Development Department to offer an expedited plan check option upon applicant request and to fill gaps in staffing as needed. The Building Division has experienced great success in improving project review turn-around times using contract plan check services.
The proposed amendment would increase the contract amount with Hayer Consultants, Inc. by $15,000 and allow them to close out projects in the re-check phase. The increase would bring the contract’s total not to exceed amount to $30,000 which is offset by revenue from plan check fees.
BACKGROUND
On August 18, 2020, the City Council directed staff to proceed with selecting outside consulting firms to provide plan check services on an as-needed basis. Through the request for proposals process, the Community Development Department selected six firms based on their qualifications and experience. The City Council approved the Agreements with the six firms on February 9, 2021, including Hayer Consultants.
Contract plan check services has aided in significantly improving turn-around time for project reviews.
Hayer Consultants staff has demonstrated competency and expertise in the review of all project types for the City. The proposed contract amendment would allow Hayer to close out active projects that are currently in the recheck process.
COORDINATION
The contract amendment has been prepared by the City Attorney’s Office.
FISCAL IMPACT
Funding for the recommended contract plan check services was approved as part of the Community Development Department’s FY 2023-24 Budget via Decision Package #30.
