TITLE
ADOPT BY TITLE ONLY RESOLUTION NO CC-2307-066, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, ADOPTING A MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF REDONDO BEACH AND THE REDONDO BEACH POLICE OFFICERS’ ASSOCIATION - POLICE MANAGEMENT UNIT FROM JANUARY 1, 2023 THROUGH DECEMBER 31, 2025
EXECUTIVE SUMMARY
For several months, City representatives and members of the Redondo Beach Police Officers’ Association - Police Management Unit (RBPOA-PMU) have met and conferred in good faith, and have reached an agreement for a three-year successor Memorandum of Understanding (MOU), for the period January 1, 2023 through December 31, 2025.
The previous RBPOA - PMU MOU expired on December 31, 2022 and provided several enhancements to PMU salary and benefits, including the elimination of salary compression between the Police Officers’ Association (POA) Sergeant position and the PMU Lieutenant position. This was achieved in the last contract by setting salaries for Lieutenant positions at 10% above the highest paid Sergeant special-assignment position in the POA and benchmarking the Captain position at 13% above the Lieutenant.
Effective January 14, 2023, the RBPOA group agreed to a new MOU with significant changes to base salary. Members of the PMU group automatically benefitted from the POA changes due to the aforementioned benchmarking structure created in the MOU. PMU members received an approximately 6.5% increase to their salaries as a result of the POA base salary changes made effective in January.
The new MOU will provide represented PMU members with additional negotiated changes to wages, hours and working conditions as outlined below. The PMU membership ratified this agreement on June 23, 2023, which is within the pay period beginning on June 17, 2023. The RBPOA-PMU unit has 9 employees and represents the positions of Police Lieutenant and Police Captain.
BACKGROUND
City and RBPOA-PMU representatives engaged in good faith negotiations to prepare the attached three-year successor MOU. The prior MOU between the City and the PMU was also a three-year contract that provided changes to base salary which not only created transparency but eliminated salary compression between the POA Sergeant and PMU Lieutenant positions, as well as enhanced

Salaries: Effective January 14, 2023, the PMU automatically received an approximately 6.5% base salary increase resulting from a negotiated increase between the City and POA. As stated above, PMU salaries were previously benchmarked to POA salaries, and now increase automatically when POA salaries increase. During the first full pay periods of 2024 and 2025, PMU members will receive additional 3% base salary increases commensurate with the negotiated POA MOU.
