Chapter 9 BOARDS AND COMMISSIONS
Article 1. Uniform Regulations
2-9.101 Organization meetings, chairperson.
Each board or commission shall meet as soon after the first day of October of every year as practical for the purpose of organizing. At such organization meeting, the boards and commissions shall organize themselves by electing one of its members to serve as chairman for the ensuing year and one of its members as secretary. Until September 1, 2022, each board or commission shall hold a regular meeting at least once every other month, except that the Planning Commission, Harbor Commission, Budget and Finance Commission, Public Works Commission and Recreation and Parks Commission shall hold a regular meeting at least once each month. From and after September 1, 2022, each board or commission shall hold a regular meeting at least once each month. In addition to any such regular meetings, each board or commission shall hold whatever special meetings may be necessary or convenient to dispose of business without delay. APPROVE CANCELLATION OF THE JULY 4, 2023 REGULAR CITY COUNCIL MEETING AND AGENCY MEETINGS AND RESCHEDULE TO JULY 11, 2023
EXECUTIVE SUMMARY
It is recommended that the City Council consider the cancellation of the Regular City Council, Community Financing Authority (CA) and Parking Authority (PA) meetings in July (scheduled for July 4, 2023) due to them falling on a scheduled holiday. The City Council meeting, along with agency meetings, would be rescheduled to be held on July 11, 2023. A third City Council meeting will be scheduled on July 25, 2023 to allow for applicant interviews to be held for appointments to the City of Redondo Beach Boards and Commissions.
BACKGROUND
The first regularly scheduled City Council, CFA and PA meetings in July 2023 fall on the 4" of July (Independence Day), a national holiday. If Council wished to choose an alternate date, it would be considered a Special meeting in which Warrants may not be approved or Ordinances adopted.

PROPOSAL TO ADDRESS CANCELLATION OF COMMISSION MEETINGS
1. City Manager signs-off on all meeting cancelled before the actual meeting date
A. City Manager also sends report ("Report") to Council monthly that includes the date of meeting, the date the City Manager approved the cancellation, date notice of cancellation posted, the reason for the cancellation, and whether the cancelled meeting had been announced at the prior Commission meeting.
2. If a meeting is cancelled for "lack of quorum", whether before or on the day of the meeting, the Report to the Council should also include a Clerk's certification that the Clerk verified that excused absence requests were received prior to the scheduled meeting time for that Commission or the date of posting of the cancellation notice, and certify that there wasn't a quorum.
3. Attach posted notice of cancellation to the publicly accessible database for that Commission meeting and to the Council Report.
4. Each Commission ratify the cancellation at the next regular meeting.
