TITLE
ADOPT BY 4/5 VOTE AND BY TITLE ONLY RESOLUTION NO. CC-2307-067, A RESOLUTION OF

THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2023-2024 BUDGET MODIFICATION TO APPROPRIATE $80,000 IN INNOVATION GRANT FUNDS FROM THE SBCCOG TO THE INTERGOVERNMENTAL GRANT FUND.

EXECUTIVE SUMMARY
On June 6, 2023 the City Council approved the first amendment to the Memorandum of Understanding (MOU) with the South Bay Cities Council of Governments (SBCCOG) to accept an additional grant of $80,000. As such, the grant needs to be appropriated into this year’s budget by resolution.

BACKGROUND
On January 11, 2022, the South Bay Cities Council of Governments (SBCCOG) awarded the Cities of Redondo Beach and Hermosa Beach $306,299 in Innovations Grant. This resulted in Hermosa Beach taking over hosting duties for 4 of the 12 sessions per year to include their eligible misdemeanor cases in Homeless Court. This also included funding for homeless relates services as well as for five interim beds for bridge housing in Wilmington.

The City and SBCCOG extended that agreement with an additional award of $80,000 last month.

The City also renewed the leases for five bridge housing units with Swami International last month.

This grant will be used entirely to fund the continuation of those rentals. Staff recommends that the Mayor and Council approve the resolution, appropriating $80,000 to the Intergovernmental Grant Fund.

COORDINATION
The City Attorney’s Office coordinated with the South Bay Cities Coalition of Government to execute the MOU.
