Subject: Public Comment - Torrance City Council - BCHD Mismanagement of Torrance Earmarked Bike Path Funds Date: Monday, July 17, 2023 8:12:01 PM

Dear Council and City Attorney:

Whether or not Torrance moves forward with the bike path along Flagler and Flagler Alley now or in the future, Torrance must actively protect the Measure M funding and BCHD's mismanagement of it.

BCHD misrepresented its authority to Metro when it secured $1.8M for 400-feet of bike path in Redondo Beach and 800-feet of bike path in Torrance. BCHD then consumed $1M in direct construction costs and $400K in overheads and other consultant costs on the 400-foot segment in Redondo Beach. This leaves 800-feet of bike path in Torrance with only $400K in grant funding. BCHD's expenditure per foot is over 15-times greater than the cost in the South Bay Bike Master Plan after adjusting for inflation.

I urge the City of Torrance to go on the record with Metro regarding this misrepresentation and mismanagement of Measure M funding by BCHD.
