Hi Brandy,
Can you please add the attached pdf file as a blue folder item for tomorrow’s PC meeting? These are my comments/edits.

For your reference I also attached the marked up word doc and clean version of the word doc for use at the meeting if needed:

Thank you,
Matthew Hinsley
POTENTIAL RECOMMENDATIONS TO INCLUDE IN RESOLUTION:

Consider eliminating FAR bonuses where that option in the zoning code would now be required in the ORS (e.g., for 2nd story rear and side setbacks).

Consider not limiting combined areas for roof decks and mezzanines currently in zoning code.

Consider adding FAR limits for R-1A, R-2, and R-3 Zones.

Consider adding other character areas.

Consider having basement and Gross Floor Area determination the same.

Consider stricter height limit on sloping lots to be measured differently.

For R1, have additional second story rear setback based on an average of the depth of the lot.

Consider whether to keep the window privacy requirement in the R-1A zone since it may not be feasible to meet those requirements.

Revise height to 26’ or 28’ for flat roof in R-1A.

Prohibit mezzanines above second floor in R-1A.

Add definition of MWELO requirements in ORS.

Specify no artificial plants or turf in parkways.

Add swimming pool setbacks.

For Faye & Susana, add a requirement for peak roof ridge parallel to the street/front property line.

Prohibit cantilever for front unit for the width of the driveway or consider 3’ to 5’ maximum overhang over driveway.

CLEAN UP ITEMS STAFF WILL INCLUDE IN NEXT DRAFT:

Call out a reference in the ORS document that clarifies that excavation sites have to comply with the Building Code regarding noticing and protection measures to prevent impacts to adjacent properties.

Correct drawing of mezzanine setback.

Correct matrices for landscaped areas (50% is listed twice, where one should be 50% and the other 75%).

POTENTIAL RECOMMENDATIONS TO INCLUDE IN RESOLUTION :

Edited and placed in must / recommend prioritization by Commissioner Matthew Hinsley [ Do not recommend adopting the ORS without also adopting the following objective standards ] Consider Eeliminateing FAR bonuses where that option in the zoning code would now be required in the ORS (e.g., for 2nd story rear and side setbacks).

Consider not limiting combined areas for roof decks and mezzanines currently in zoning code.

Consider To objectify the current subjective standard of “bulk and mass” and “compatible with the neighborhood” adding FAR limits for R-1A, R-2, and R-3 Zones.

Consider aAdding additional other objective standards in additional character areas.

R-1A : Max. height (flat roof, pitched roof), no mezzanines Faye & Susana : Pitched roof parallel to the street, garage set forward shall have a pitched roof, To maintain the compatibility with the established neighborhood character, Revise maximum height to 24’for flat roof designs in R-1A. Revise maximum height to 28’ for pitched roof designs in R-1A. Define “flat roof” and “pitched roof.”
Prohibit mezzanines in R-1A as the lots have unique constraints that do not allow mezzanines to maintain compatibility with the neighborhood character.

For Faye & Susana, add an objective character area standard requirement for :

A single peak roof ridge parallel to the street/front property line.

If the garage is set forward of the main structure then the roof shall be pitched (Define “pitched”)
Consider having basement and Gross Floor Area determination the same.

Clarification : Consider streamlining the definition of “floor” and the determination of “basement” gross floor area included in the FAR.

Add Consider stricter a 35’ overall structure height limit on sloping lots to be measured from the front of the property at the street level. differently.

For R1, have additional second story rear setback based on an average of the depth of the lot. “The 2nd floor rear setback shall be set back an additional average of 5’ or average 5% of the lot depth, whichever is greater.”
To meet the general plan and municipal code requirement of light, air, and privacy prohibit cantilever for front unit in R-2 and R-3 for the width of the driveway maximum overhang over driveway. (Increase the 2nd floor side setback on the side of the driveway). (*New*) To objectify the requirement that R-2 and R-3 multifamily have the appearance of a single family residence, the garage of the front unit (R-2, R-3) shall be located at the “rear” of the front unit (not visible from the street).
[ Recommendations for the City Council’s Consideration ] Remove Consider whether to keep the newly added window privacy requirement in the R-1A zone since the options provided to meet the requirements it may are not be feasible due to the specific lot constraints. to meet those requirements.
(*New) Consider whether to keep the newly added window privacy requirement in the R-3 zone for the middle unit since the options provided to meet the requirements may not be feasible.

Revise height to 26’ or 28’ for flat roof in R 1A.

Prohibit mezzanines above second floor in R 1A.

CLEAN UP ITEMS STAFF WILL INCLUDE IN NEXT DRAFT :

Call out a reference in the ORS document that clarifies that excavation sites have to comply with the Building Code regarding noticing and protection measures to prevent impacts to adjacent properties.

Correct drawing of mezzanine setback.

Correct matrices for landscaped areas (50% is listed twice, where one should be 50% and the other 75%).

MEASURING THE HEIGHT OF BUILDINGS ON SLOPING LOTS IN REDONDO BEACH Submitted by Commissioner Lamb
June 15, 2023
Redondo Beach residents have expressed concern about the height of new structures built in their neighborhood, especially structures built on sloping lots. This proposal suggests that two height measurements be required for sloping lots: Envelope (Plumb) Height and Overall Height.

This proposal includes a table showing potential Envelope Height and Overall Height maximums per zone (see page 3).

What is an Envelope Height?
Envelope height (otherwise known as vertical height or “plumb line” height) would be the vertical distance from the grade of the site to an imaginary plane at the roof structure or parapet wall located directly above and parallel to the grade as illustrated in the figure to the right.

Measurement of the envelope height would originate at the lowest grade within 5 horizontal feet of the exterior walls of a building or structure and terminate at the highest elevation of the building pad. At no point shall any given section of any part of the proposed building or structure exceed the maximum envelope height.

What is an Overall Height?
The overall height would be measured from the lowest elevation point within 5 horizontal feet of the exterior walls of a building or structure, to the highest elevation point of the roof structure or parapet wal, as illustrated in the figure to the right.

Overall Height Explanaon from City of San Diego

MAXIMUM HEIGHT OF STRUCTURES ON SLOPING LOTS
Zone Envelope Height Overall Height
R1-R1A 30 Feet 35 Feet
R2-R3 30 Feet 35 Feet
RMD-RH 30 Feet 35 Feet
RH 2-3 35 Feet ?
MU 38 Feet ?
