Xavier Alexis Rivas stated that when he purchased his home, he understood that he could develop and modernize it with existing and reasonable zoning regulations; believed the proposed zoning compromises this, lowers property values, increases construction costs and decreases design options and urged City Council to modify the ordinance to increase design flexibility, remove or loosen window offset requirements especially on the second floor, removing pool setbacks, removing the requirement for garage doors to have windows and believed the new requirements result in excessive restrictions.

Discussion followed regarding current restrictions on modular home construction and reductions in bonuses.
