From: JOE HOFFMAN, CHIEF OF POLICE
TITLE
APPROVE AN AGREEMENT WITH ALL CITY MANAGEMENT SERVICES, INC. FOR CROSSING GUARD SERVICES FOR AN AMOUNT NOT TO EXCEED $147,085 AND THE TERM AUGUST 1, 2023 THROUGH JUNE 30, 2024
EXECUTIVE SUMMARY
The Agreement with All City Management Services (ACMS) will provide supplemental crossing guard services in the City of Redondo Beach. Crossing guards provide a valuable service by ensuring safety for the pedestrian community and students who walk to and from schools in Redondo Beach.
The previous Agreement with ACMS expired in June 2023. This Agreement will allow for utilization of six supplemental crossing guards through June 30, 2024.
BACKGROUND
The Redondo Beach City Council approved a pilot-program, on August 3, 2021, to utilize ACMS for supplemental crossing guard services. The Agreement proved to enhance the Police Department’s Crossing Guard program and it was renewed on April 5, 2022. That Agreement also increased the number of crossing guards from three to six. The City Council then approved an increase to the Police Department’s FY 2022-23 operating budget to add three additional supplemental crossing guards to raise the number from six to nine. Due to the difficulty in recruiting and hiring crossing guards as City employees, this increase in supplemental contract crossing guards significantly enhanced the Police Department’s ability to staff the essential intersections.
The current and projected on-going need for supplemental crossing guards has decreased this year, from nine to six, due to the return of current Redondo Beach crossing guards to full-duty status, as well as the recently approved increase in the pay range, which has resulted in greater interest in the position. Additionally, ACMS has experienced difficulty in staffing the nine supplemental positions and, on average, is only able to staff six of the nine positions. Police Department employees, such as Police Cadets, Municipal Officers, Code Enforcement, and Police Officers have been substituted to provide crossing guard duties when needed, however, their use is generally not as efficient or cost effective as using dedicated employee or contract crossing guards.
The Crossing Guard Program is managed by the Special Operations Bureau of the Police Department. Crossing guards are deployed to locations in the City which have been identified as high pedestrian crossing areas. The crossing guards assist in guiding community members and students across streets which can become highly trafficked by motorists and bicyclists. Twenty-five

total locations have been identified as needing Crossing Guard services in the City.
The Agreement includes an increased rate for ACMS services from $28.51 to $34.19 per hour. Due to projected staffing shortages, ACMS has indicated there may be occasions when they will not be able to provide the staffing for all six supplemental crossing guards. On those occasions, the City will only be charged for the crossing guards actually provided, thus, there is the potential for savings against the quoted annual cost.
COORDINATION
The Police Department coordinated with the City Attorney’s Office on the Agreement with ACMS.
FISCAL IMPACT
Funding for the contract services was allocated as part of the FY 2023-24 Police Department operating budget.
