From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE

APPROVE A SECOND AMENDMENT TO THE STREET STRIPING SERVICES AGREEMENT WITH WGJ ENTERPRISES, INC. DBA PCI CORPORATION (PCI STRIPING) TO INCREASE THE NOT TO EXCEED AMOUNT FROM $479,000 TO $848,597

APPROVE A SECOND AMENDMENT TO THE SUPERIOR PAVEMENT MARKINGS AGREEMENT

FOR STREET STRIPING SERVICES TO REDUCE THE NOT TO EXCEED AMOUNT FROM $479,000 TO $121,903

EXECUTIVE SUMMARY
Approval of the recommended action would re-allocate funding from one of the City’s two street striping vendors to the other. Superior Pavement Markings has informed the City that, due to other commitments, it will no longer be able to provide their contracted services. The proposed amendments would shift $357,097 in contract funding from Superior Pavement Markings to WGJ Enterprises, dba PCI Corporation (PCI Striping), which has no workload constraints and is able to provide all of the City’s desired services. The increased funding would also cover $12,500 of additional street striping work related to the Inglewood Avenue and Manhattan Beach Boulevard Southbound Right-turn Lane Project.

BACKGROUND
On May 3, 2022, the City Council awarded three-year agreements to PCI Striping and Superior Pavement Markings to provide Citywide street striping services. On October 4, 2022, the Council approved amendments to each agreement to increase the not to exceed amounts to $479,000, which allowed each vendor to provide striping services for roughly half of the City. Superior Pavement Markings recently informed the Public Works Department that it has an extreme backlog of work and won’t be able to perform any additional services for the City in the foreseeable future. Staff is therefore recommending that the available funds in the Agreement for Superior Pavement markings be reallocated to the Agreement with PCI Striping.

The attached amendments reduce the not to exceed amount for Superior Pavement Markings by $357,097 and increase the not to exceed amount for PCI Striping by $369,597. The additional $12,500 is needed to cover striping work related to the Inglewood Avenue and Manhattan Beach Boulevard Southbound Right-turn Lane Project. The eastbound lanes in front of the City of Lawndale’s public works yard were restriped per the approved project plans, but are causing confusion for drivers per the Lawndale Public Works staff. PCI Striping will restripe this area per the layout agreed upon by both cities for a cost of $12,500, which is approximately 30% less than the

layout agreed upon by both cities for a cost of $12,500, which is approximately 30% less than the project contractor’s quote. Funding for this work is available in the project’s budget.

PCI Striping has indicated that it does not have any workload constraints and can provided all needed services for the City in a timely manner.

COORDINATION
The Public Works Department coordinated the negotiation of this item. The City Attorney’s Office prepared the amendments.

FISCAL IMPACT
No additional funds are required to complete Citywide street striping. The recommended action would transfer $357,097 in encumbered funding from the Agreement with Superior Pavement Markings to the agreement with PCI Striping. In addition, $12,500 in CIP funds would be transferred from the project budget for Inglewood Avenue/Manhattan Beach Boulevard Southbound Right-turn Lane Project to the PCI Striping Agreement.
