EXECUTIVE SUMMARY
The City maintains an Official Book of Classifications for positions in the service of the City of Redondo Beach. Positions are periodically reviewed to validate current job duties, responsibilities, and qualifications. On May 16, 2023, the City Council approved an updated job specification for the position of Communications Supervisor. At the time of approval, the update was submitted in the wrong format. The Police Department requests the City Council approve the reformatted job Class Specification for Communications Supervisor and update the job specifications for Emergency Services Dispatcher and Emergency Services Dispatcher Trainee to reflect current organization and job function needs.
BACKGROUND
The updated Communications Supervisor job specification was previously approved by City Council on May 16, 2023. At the time of approval, the document included the format used for job flyers rather than what is typically used for the book of classifications. The job specification for Communications Supervisor now proposed reflects the correct format. No additional changes or updates are requested. The update to the Communications Supervisor job specification was previously discussed with and approved by the Professional and Supervisory Association (PSA).
The Emergency Services Dispatcher and Emergency Services Dispatcher Trainee classifications are assigned to work in the Police Department Communication Unit. A classification change is requested to align these classifications with Unit supervision and management. Police Department staff conducted an analysis of the job specification for the Emergency Services Dispatcher and

conducted an analysis of the job specification for the Emergency Services Dispatcher and Emergency Services Dispatcher Trainee positions and found the title is not in line with other classifications within the Communications Unit, which include “Communications” in the title, i.e.
Communications Supervisor and Communications Manager. Additionally, a survey of other agencies found the majority of other area government agencies do not use the word “Emergency” in their job titles. This is primarily due to the fact that the essential job functions of a dispatcher encompass many different critical tasks related to communications, not only emergencies.
An additional update to both the Emergency Services Dispatcher and Emergency Services Dispatcher Trainee pertains to the necessity of periodic overtime shifts based on the 24/7 model for the Communications Unit. Working overtime (as needed) is an essential function in the Communications Unit. Causes for overtime include employee staffing fluctuations (vacation, sick leave, personal leave), special events, and unplanned critical incidents. A meet and confer process was completed with the City Employee Association (CEA), by management staff in the Human Resources and Police Departments.
Per CEA MOU Article XI, Section I, the City maintains a “management right” to determine the content and intent of job classifications. However, State law requires “meet and confer” on items that impact wages, hours and working conditions. Therefore, the City engaged in a good faith meet and confer process with CEA so the position description could be reflected to include overtime (which is already required) in written form as an essential function of the job. In addition, the City discussed changing the job title to reflect the industry standard. The CEA group agreed on the update to include overtime language, but did not agree regarding a change to the job title. As there are no negotiable impacts under law regarding the job title change, the City is free to make the change as part of its management rights.
With City Council approval, the Emergency Services Dispatcher classification will become Communications Dispatcher and the Emergency Services Dispatcher Trainee classification will become Communications Dispatcher Trainee. These classification changes will align with the existing Communications Supervisor and Communications Manager classifications and help clarify organizational structure, assignment, and supervision.
This action is recommended pursuant to Section 2-3.502 of Article 5 and Section 2-3.603 of Article 6, Chapter 3, Title 2 of the Redondo Beach Municipal Code, which authorizes the Mayor and City Council to set forth from time to time the class titles and specifications and rank in the Communications Unit.
COORDINATION
The Police Department coordinated modification of the class specifications with the Human Resources Department, City Attorney’s Office, and the City Employee Association (CEA).
FISCAL IMPACT
There is no fiscal impact associated with amending the City’s Official Book of Class Specifications.
