TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2308-078, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, APPROVING THE SUSPENSION OF PREFERENTIAL PARKING HOURS IN THE VINCENT AND VINCENT 2 PREFERENTIAL PARKING DISTRICTS FOR LIMITED HOURS ON AUGUST 25, 2023

EXECUTIVE SUMMARY
At various times of the year the City of Redondo Beach suspends preferential parking regulations in the City for special events. Typically, these parking regulation modifications are granted to allow residents and visitors to park with greater ease during activities that garner large interest from the community. Previous parking modifications approved by the City Council include suspension of preferential parking regulations for Holiday Strolls, Public Safety Events and Redondo Unified School District graduations. Proposed is the suspension of regulations on Vincent Ave. to accommodate Redondo Union High School’s first home football game of the 2023-24 school year to be held on August 25th.

BACKGROUND
The City Council has previously approved the suspension of preferential parking regulations in the parking districts on the north and south side of the Redondo Union High School campus for High School Graduation and Middle School Commencement ceremonies. The Vincent district restricts parking from 8:00 a.m. to 10:00 p.m. daily. The Vincent 2 district restricts parking from 2:00 p.m. to 10:00 p.m. Monday through Friday and from 8:00 a.m. to 10:00 p.m. on Saturday.

The Redondo Union High School 2023-24 football season begins Friday, August 25th at 7:00 p.m.

The first game of the season will be hosted at the Redondo Union High School Sea Hawk Stadium.

Football games, typically, are played for two and a half hours and garner a large crowd of visitors from the community as well as students and families from Redondo Unified School District and the visiting team.

Attendees are always encouraged to park in the available school parking lot on the north side of the Redondo Union High School. However, due to the expected large number of guests, there is a concern that school parking will be insufficient and public parking will be needed in the Vincent and Vincent 2 districts.

As per section 3-7.1701 of the Redondo Beach Municipal Code, the City Council may revise the hours of a preferential parking district. Staff requests the City Council suspend the parking restrictions in the Vincent and Vincent 2 preferential parking district on Friday, August 25, 2023 from

restrictions in the Vincent and Vincent 2 preferential parking district on Friday, August 25, 2023 from 5:00 p.m. to 10:00 p.m. in support of an event that is expected to engage the Redondo Beach community. Further, staff believes that the issuance of parking citations during this event would not be in the best interest of the City.

COORDINATION
The Police Department coordinated the preparation of the Resolution with the City Attorney’s Office.

FISCAL IMPACT
There is no fiscal impact to the City for approval of the Resolution.
