Chief Deputy City Clerk Kroneberger read eComments from Orhan Taner and Candace Nafissi.

David Diamond (via Zoom), Critics Choice Catering, spoke about the facility being an opportunity for a profit center; believed there should be a sole operator to manage the facility; suggested there could be concurrent multiple uses during the week and commented on his organization partnering with clients.

Megan Walker (via Zoom), Made by Meg Catering, discussed potential uses for the facility; spoke about taking fiscal responsibility for maintenance, expenses and keeping the building current; commented on the idea of outdoor dining/picnic areas and related challenges with gophers, the roots of the existing tree and access and addressed management of other area facilities.

N.4. DISCUSSION AND POSSIBLE ACTION REGARDING MODIFICATIONS TO PARKING

REGULATIONS IN THE ARTESIA AND AVIATION CORRIDORS AREA
CONTACT: GREG KAPOVICH, WATERFRONT & ECONOMIC DEVELOPMENT DIRECTOR W.E.D. Director Greg Kapovich introduced the item and provided a brief overview of the item.

Planning Manager Sean Scully introduced Nikki Streegan from Rincon Consultants and representatives from Fehr & Peers, Nico Boyd and Marta Polovin and deferred to them for a presentation.

Mr. Boyd and Ms. Polovin narrated a PowerPoint presentation with details of the parking implementation plan for the AACAP including background, community input, review of strategies and next steps.

Discussion followed regarding setting up a parking district, building more bicycle parking spots, changes in FAR prompting redevelopment, allowing parking flexibility, speeding on Artesia Boulevard, the possibility of reducing lanes on Artesia Boulevard, fostering a "downtown" feel on Artesia Boulevard, allowing businesses along the corridor to be creative and invest in terms of the use of their property, the increased popularity of mechanical lifts, the need to change the code, the public's desire for more micro- mobility options, removing street parking and installing dedicating bike lanes, creating wider sidewalks to invite pedestrian use and exploring other parking models and public/private partnerships.

Mr. Boyd requested City Council's direction regarding parking garage construction.

Councilmember Obagi felt it is not necessary at this time; noted the need to roll back existing parking

restrictions to encourage redevelopment; felt speed is not that big of an issue; agreed with potentially removing on-street parking and installing bike lanes and suggested engaging CVS and Grocery Outlet to provide additional public parking or giving neighboring businesses the opportunity to create site- sharing arrangements.

Mayor Pro Tem Nehrenheim expressed support for planning for parking garages along the corridors in the future.

In terms of providing a parking benefits district and supporting parking meters, Mayor Pro Tem Nehrenheim noted his support; stated he understands the value of parking meters and parking management and commented on the creation of a funnel of money to go towards specific projects.

Councilmember Horvath agreed, adding that he would support it especially using a staggered approach.

City Manager Witzansky spoke about making sure there is sufficient demand and enabling businesses to connect to parking meters to allow their on-premises requirements to be met through allocated on- street offset; discussed avoiding displacement of traffic into the neighborhoods and noted the need to consider implementation in phases.

Councilmember Obagi spoke about delaying the implementation of parking meters.

Discussion followed regarding parking permits, charging different rates for different phases, costs associated with installing and managing parking meters, investing in other areas of Artesia than just parking garages, having parking structures serve different types of activity nodes and the possibility of constructing parking lots versus structures.

Regarding investing in regular parking monitoring within the AACAP, Councilmember Obagi spoke about doing so particularly when considering increasing the FAR which will help as part of the required environmental analysis.

City Manager Witzansky reported this is more of a future item which staff will bring back as part of a budgetary matter, but the idea is to invest in parking and monitoring after adjusting the City standards.

Discussion followed regarding determining impacts based on construction activity, recommended strategies to increase on-site parking flexibility as well as off-site parking flexibility, allocating on-street parking credits on a first-come, first-served basis and the possibility of expanding outside dining and parklet dining.

Mayor Pro Tem Nehrenheim invited public comments.

Holly Osborne, District 5, spoke about dismal parking situations on streets immediately parallel to Artesia Boulevard; commented on an apartment complex on Artesia across from the North Redondo Library where all garages are being converted to ADUs; alleged tenants will park at the North Redondo Library parking lot and stated that the developer is using publicly owned land for his own personal profit.

Motion by Councilmember Obagi, seconded by Councilmember Horvath, to extend Ms. Osborne's time for comments. There being no objections, Mayor Pro Tem Nehrenheim so ordered.

Ms. Osborne felt the City is being punished for having densified previously; stated these are unintended consequences of ADU laws; noted it is despicable that the legislative bills target, by design, the less well- off members of the community and referenced an editorial regarding the subject in Sunday's edition of the Daily Breeze.

Frank Chang, District 4, believed the studies are going in the right direction; felt the City Manager's idea
