Dear Council Members,
I admit to being quite surprised (make that shocked) when I saw that you had voted last week to rejoin the League of California Cities just a few short months after making the correct decision to cancel your membership.

It's logical to want to have a City representative at Cal Cities' meetings (ie "to consider conference resolutions" and "vote on behalf of the City on matters of Cal Cities policy.") But, for anyone who has been following this organization for the past several years, it would be clear that their procedures in many instances work very much in opposition to topics that are of prime importance, right now, to Redondo Beach and other cities, not only in the South Bay but throughout the state of California.

Of major note is the ongoing request for the organization to support the return of local democracy via the Our Neighborhood Voices initiative being so diligently worked on by members of the RB elected government as well as local residents.

In the past few months, Cal Cities has blatantly refused to even allow process that is written into their bylaws to take place that would have allowed its members to vote on supporting this initiative.

And, just in case you may not be aware of it, in addition to the ongoing lawsuits against SB9, etc, this initiative which we are striving to get on the 2024 ballot, is likely the sole chance we'll have of actually regaining any possibility of our local democracy back from Sacramento officials.

The most stunning thing about all of this is that the very front page of their website states that "Cal Cities expands and protects local control for cities thru education and advocacy to enhance the quality of life for all Californians." This is their stated primary goal and yet, they take major funding from developers while doing precious little to push back against Sacramento's 100+ laws that explicitly take away local control regarding zoning and land use! Even though they filed an amicus brief in support of the SB9 lawsuit, they are working against our cities in virtually every other way possible. That brief was nice, but at this point, merely lip service. Likely designed to fool cities into thinking they were back to being our friend.

Mission accomplished if Mike Webb thinks that was a major indicator of their value and support!
I can name a number of elected officials throughout the state that have been refused membership on committees because it was clear that they were pushing for Cal Cities to do the right thing. So, for you to even have RB CC members open to joining those committees will likely be insignificant, at best, once they open their mouths and indicate their stance on issues like local control, SB9, unfair RHNA practices, etc.

I strongly urge you to reassess this decision and decide not to send in thousands of taxpayer dollars to support this organization that's working against RB's best interests.

Thank you.

Amy Josefek
