DISCUSSION AND POSSIBLE ACTION TO ADOPT A RESOLUTION TO RATIFY THE CITY MANAGER’S PROCLAMATION OF LOCAL EMERGENCY REGARDING THE SERIOUS AND IMMINENT THREAT OF NOVEL CORONAVIRUS (COVID-19) IN THE CITY OF REDONDO BEACH ADOBT BY TITLY ONLY RESOLUTION NO. CC-2003-014, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, RATIFYING THE ACTION OF THE

CITY MANAGER ACTING AS THE DIRECTOR OF EMERGENCY SERVICES IN PROCLAIMING

THE EXISTENCE OF A LOCAL EMERGENCY IN THE CITY OF REDONDO BEACH

EXECUTIVE SUMMARY
As a result of the serious and imminent threat of novel coronavirus (COVID-19) in Redondo Beach, and in order to take proactive action in this regard, on Thursday, March 12, 2020, as City Manager, I issued the attached Proclamation of Local Emergency (Proclamation) related to COVID-19. In fulfilment of the intent of the proclamation, I have ordered staff to take the following initial actions.

Increased cleaning of restrooms and City Facilities utilized by the public Temporarily closing the three senior centers in Redondo Beach Taking steps to postpone community events and activities at the Redondo Beach Performing Arts Center with 250 or more in attendance
Working with Department Directors to identify how the delivery of public services can be modified to reduce the potential spread of COVID-19
Disseminating information related to social distancing and good hygiene Significantly limiting employee work-related travel
Preparing contingency plans for continuity of government in the event employees contract the virus
As described in this report, it is recommended that the City Council adopt the attached resolution ratifying the proclamation of local emergency.

BACKGROUND
Coronavirus Disease 2019 (COVID-19), a new communicable disease, was first detected in Wuhan City, Hubei Province, China in December 2019. COVID-19 has since spread globally to over 115

countries, infecting more than 125,000 persons and killing more than 4,600 individuals. Symptoms of the virus include fever, cough, and shortness of breath, and infected individuals have experienced a range of outcomes, from mild sickness to severe illness and death. On January 30, 2020, the World Health Organization (WHO) declared the COVID-19 outbreak a Public health Emergency of International Concern. On January 31, 2020, the United States Secretary of Health and Human Services, Alex M. Azar II, declared a Public Health Emergency to aid the nation in responding to COVID-19. On March 11, the WHO characterized COVID-19 as a pandemic. More locally, on March 4, 2020, the County of Los Angeles Public Health Department declared a local health emergency in response to COVID-19 activity and later, on March 11, 2020, announced the first death in the County related to COVID-19.

Also on March 4, 2020, the Governor of the State of California declared a state of emergency to help the State prepare for a broader spread of COVID-19 and issued Executive Order N-25-20, which among other things, authorized local legislative bodies to hold public meeting via teleconferencing and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to attend and to address the local legislative body, during the period in which local public officials impose or recommend measures to promote social distancing, including but not limited to limitations on public events. Subsequently, on March 11, 2020, the Governor of the State of California recommended postponing or cancelling all non-essential gatherings of more than 250 people. As of March 12, 2020, the County of Los Angeles Public Health Department website cited 28 “cases” of COVID-19 in the County and recommends that members of the public and organizations like the City of Redondo Beach take a number of proactive measures to protect against this illness
On March 12, 2020, as City Manager, I issued a Proclamation of Local Emergency in response to the international COVID-19 outbreak and the ongoing risk and potential for widespread community transmission of COVID-19 occurring among the general public in the United States, and the imminent and proximate threat of introduction of COVID-19 in the City of Redondo Beach. While the current, local situation remains stable and there are currently no cases of COVID-19 in Redondo Beach, today’s recommended actions will provide the City additional powers to coordinate local efforts and identify resources that may be necessary to fully address the response, in the event that the situation evolves negatively.

What is known at this time is that the virus is spread between people primarily via respiratory droplets produced when an infected person coughs or sneezes. Symptoms of the virus include fever, cough, and shortness of breath, and infected individuals have experienced a range of outcomes, from mild sickness to severe illness and death. Based on the experience with other coronaviruses that cause severe respiratory illness, the U.S. CDC currently believes that symptoms appear two (2) to fourteen 14) days after exposure.

The Redondo Beach Municipal Code requires that any proclamation of local emergency and/or local health emergency are ratified by the City Council within seven (7) days of issuance.

On March 4, 2020, California Governor Gavin Newsom declared a State of Emergency to make additional resources available, formalize emergency actions already underway across multiple state

agencies and departments, and help the state prepare for broader spread of COVID-19. The Governor’s proclamation and subsequent Executive Order waives the requirement under State law to renew a local health emergency and a local emergency for the duration of the statewide emergency.

The action outlined in this report recommends that the City Council ratify, and find that there is a continuing need for the Proclamation. If approved, the City Council’s ratification of the Proclamation will (1) further ensure legal immunities for emergency actions taken by the City; (2) facilitate requests by the City and other local governments for State and Federal assistance under the State and Federal Disaster Assistance Programs; and (3) allow the City Manager, or authorized official, to take preventive measures necessary to protect and preserve public health and safety.

COORDINATION
This matter was reviewed by the City Attorney’s Office.

FISCAL IMPACT
The estimated cost in responding to COVID-19 are unknown and will vary based on future outbreak.

Current City costs are being covered by existing department appropriations. As described in the FY 2019-20 mid-year budget report, a supplemental appropriation of $50,000 is recommended to cover additional related costs that may be incurred over the remainder of the fiscal year. Staff will pursue Federal and State reimbursement for all City costs incurred.
