thanks CM Obagi - my daughter and I will quietly be doing homework until I am called! Not a big fan of hate speech - prefer the plastic bucket drummers over by Sather Gate as you leave campus around midnight after a final exam cram session! See you all this evening and positive thoughts as we improve our beautiful City!

Hi Jeff,
Please plan to come to council chambers to speak. I expect the council will likely vote to suspend zoom participation in light of the hate speech circulating by zoom in cities like Sacramento Malibu Hermosa and Redondo next if we do not suspend zoom participation.

Thanks for your engagement.

Hi Eleanor, Mayor Brand, and CM Obagi
I am saddened about the accident at Artesia and Rindge - would consider it a privilege to speak for a minute or two in non-agenda items regarding the need for public input to reduce accidents per month APM in this intersection. We all know someone who has passed from self inflicted or other inflicted drivers under influence, but we need to protect residents and visitors with a public review and a CAP.

Thanks
Jeff

Subject: BCHD Signed up for 30 years of TAXAPYER FUNDED OPERATION at allcove at a cost of at least $30M Date: Monday, September 25, 2023 6:33:05 PM

Keep this fact in mind, according to the most recent BCHD financial report, the District is "worth" $56M. That's all of our taxpayer assets, such as land, property, cash, investments, etc. allcove, the newest BCHD program with a service area of 91% non-residents, comes with a 30 year obligation of over $30M in costs. Why would BCHD commit 54% of our net asset value for a program that's 91% non-resident benefit?
I am not disputing the potential value of allcove. Depending on its execution, it has the ability to be a valuable program. But a health district for 120,000 people shouldn't be supporting LA County Service Planning Area 8 (SPA8) - an area of roughly 1.4M population and over 250,000 12-25 year olds. Nor should a health district be accepting $6M from the State to build an allcove building that BCHD must operate for a minimum of 30 years according to the funding agreement.

BCHD has no assurance of any future funding for the program or the building. That leave taxpayers and tax assessments as the backstop for BCHD fiscal recklessness.

The current 4 year allcove operating grant is for $500,000 per year. BCHD supplemented that by over $100,000 in taxpayer funding this year. At $600,000 per year (minimum cost) the allcove program will cost about $24M across the next 30 years. The allcove building must be operated for 30 years or more and at typical BOMA operating costs, that's another $7M across 30 years.

Why would BCHD sign up for at least $31M in costs to service a 91% non-resident service area from Long Beach to El Segundo (LA County SPA8)?
Why would BCHD take on a liability of 54% of our net asset value for the benefit of a supermajority of non-residents?
How can the governance of BCHD allow 50% of our net assets to be encumbered without a public vote?
These are difficult issues caused by $2.3M per year of BCHD's executives and its tone-deaf Board, along with what look like millions in lBCHD egal expenses over the last few years.

Beach Cities - we have a problem.

Public Comment: Torrance and Redondo Beach Councils and Planning Commissions BCHD has been withholding information regarding both the PMB LLC 100-foot tall, 250,000 sqft privately owned building and the proposed "allcove" building that services 91% non-residents based on the demographics of LA County SPA8 - the required service area.

It is important that public hearings be scheduled to review the "allcove" building plan and architecture before public funds are wasted.

According to the published schedule, BCHD continues to operate in the shadows and refuses to provide the public with a view of the revised, proposed, 100% private project by PMB on 100% PUBLIC land. It appears to be BCHD's pure intent to blindside the public with a CUP filing and no advance notice nor input.
