BACKGROUND
The Residential Street Rehabilitation Project is an on-going Capital Improvement Program that resurfaces and repairs residential streets. The project increases the life of the City’s existing pavement and improves the ride of streets. The program is also required to bring curb ramps along impacted streets to current ADA standards. This project supports the City’s Strategic Plan goal to assess, prioritize, and plan for park/open space acquisition and for reconstruction of major City facilities and infrastructure.

On April 5, 2022 the City Council approved the Residential Street Rehabilitation, Cycle 2, Phase 3 project plans and specifications and authorized the City Clerk to advertise the project for competitive bids. On May 19, 2022, 6 bids were received and publicly opened in the City Clerk’s Office. After reviewing the bids, Sully-Miller Contracting Company with a bid amount of $4,611,206 was found to

During construction staff issued three (3) change orders for additional street reconstruction work, the addition of Avenue I resurfacing ($358,306), and reconciling final bid quantities for a total net change order total of $492,145, bringing the final contract amount to $5,103,351. That authorization was given by City Council on March 14, 2023. The remaining change order amount of $133,839 (2.9%) falls within the policy limits for Change Orders per APP 141.1. The project is now considered complete.
