From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT WITH RON’S MAINTENANCE FOR CATCH

BASIN CLEANING SERVICES TO EXTEND THE AGREEMENT FOR TWO ADDITIONAL YEARS FOR AN ANNUAL COST NOT TO EXCEED $61,152

EXECUTIVE SUMMARY
Ron’s Maintenance has provided catch basin cleaning services for the City since November 2020.

The original three-year agreement included a two-year option to extend. The contractor has performed well over the course of the agreement. Approval of this action would extend the term to November 9, 2025.

BACKGROUND
On November 10, 2020, the City Council awarded a three-year agreement to Ron’s Maintenance to provide cleaning services for the City’s 784 storm drain catch basins. State mandates require the City to clean all catch basins and remove debris from connector pipe screens three times per year.

As the Public Works Department does not have the staffing resources to perform this time-consuming work in-house, the City contracts out for the service.

As mentioned above, the original Agreement contained an optional two-year renewal, subject to agreed upon terms. Ron’s Maintenance has proposed to increase the rate for servicing each catch basin from $20 to $26 during the extension period. Staff research indicates the proposed rate is reasonable and competitive in the current marketplace. The vendor recently won competitive bids with Los Angeles County and the City of Carson with per service pricing at $28 per catch basin, $2 higher than the rate negotiated for the City’s Agreement. Ron’s Maintenance has provided reliable, high quality service over the last three years and staff recommends extending the Agreement.

COORDINATION
The Public Works Department coordinated this item along with the Financial Services Department.

The City Attorney’s Office prepared the contract amendment.

FISCAL IMPACT
The annual cost for two additional years of catch basin cleaning services will not exceed $61,152 for a total not to exceed amount of $122,304 over the two years. Funding for the agreement is available through Measure W Funds appropriated in the Public Works Department annual budget.
