TITLE

APPROVE INSTALLATION OF ALL-WAY STOP CONTROLS AT THE INTERSECTION OF RINDGE

LANE AND BELMONT LANE

EXECUTIVE SUMMARY
In response to a request from residents, staff performed an analysis of all-way stop (AWS) controls at the intersections of Rindge Lane/Belmont Lane and Rindge Lane/Speyer Lane. Staff’s findings were presented to the Public Works & Sustainability Commission (Commission) on September 25, 2023.

The Commission voted in support of the installation of AWS controls at the intersection of Rindge Lane and Belmont Lane.

This item is being advanced for City Council consideration based on a site analysis by the City’s Transportation Engineer, who believes a relevant obstruction to sight lines exists, and that the operation of the intersection could be made safer with the installation of AWS controls. As such, staff concurs with the Public Works and Sustainability Commission to install AWS at Rindge Lane and Belmont Lane. Additionally, staff intends to perform research along the Rindge Lane corridor to identify other possible traffic controls that can assist the intersection at Speyer.

BACKGROUND
Staff received an AWS request for the above locations in August 2023, due to speeding and safety issues experienced along Rindge Lane. The intersections along Rindge currently have two-way stop controls on Belmont Lane and on Speyer Lane. Following the request, staff proceeded to collect resident support data, perform field observations, and crash history information for both intersections, as per the City’s policy.

The attached administrative report for the September 25, 2023 Commission meeting provides more information on the request and the analysis of the intersection. The Commission took public input and, after their deliberations, recommended the installation of AWS controls at the Rindge Lane/Belmont Lane intersection only. Since the Commission meeting, staff received one additional letter of support for AWS controls at Rindge Lane/Belmont Lane. At this time, staff recommends the installation of AWS stop controls at only the intersection of Rindge Lane and Belmont Lane.

However, additional investigation into vehicle speeds and additional traffic calming countermeasures for the Rindge Lane corridor is warranted.

Staff recommends the installation of AWS controls at the intersection of Rindge Lane and Belmont Lane and recommends further study of possible traffic calming solutions along the Rindge Lane

Lane and recommends further study of possible traffic calming solutions along the Rindge Lane corridor. If approved by the City Council, installation of the additional AWS controls will be implemented by Public Works maintenance personnel as part of their assigned work plan. Research into additional traffic calming measures will be performed over the next few months and, when appropriate, staff will present the proposed improvements to the Commission and City Council.

COORDINATION
Coordination of the public outreach and safety evaluation for this report was completed by the Public Works Department, with input from the Public Works & Sustainability Commission.

FISCAL IMPACT
The cost to install additional signage and associated appurtenance to complete the AWS control at the proposed intersection is estimated to be $2,000. Funding for the installation of new stop controls is available in the City’s Traffic Calming budget.

Mike Witzansky, City Manager
