TITLE

APPROVE INSTALLATION OF ALL-WAY STOP CONTROLS AT THE INTERSECTION OF GARNET

STREET AND SOUTH JUANITA AVENUE

EXECUTIVE SUMMARY
In response to a request from residents, staff performed an analysis of all-way stop (AWS) controls at the intersection of Garnet Street and S. Juanita Avenue. Staff’s findings were presented to the Public Works & Sustainability Commission (Commission) on August 28, 2023. The Commission voted in support of the installation of AWS controls at this intersection.

This item is being advanced for City Council consideration based on the recommendation of the Commission and site analysis by the City’s Transportation Engineer which identified obstructed site lines that could be made safer with the installation of AWS controls.

BACKGROUND
Staff received an AWS request for the intersection of Garnet Street and S. Juanita Avenue in June 2023. Following the request, staff proceeded to collect resident support data, perform field observations, and evaluate the intersection’s crash history as per the City’s policy. It was staff’s determination that the intersection has limited sight lines for viewing cross traffic from vehicles advancing southbound through the intersection on S. Juanita. The intersection only has stop controls on S. Juanita Avenue.

The attached administrative report for the August 28, 2023 Commission meeting provides more information on the request and the analysis of the intersection. The Commission took public input and, following deliberations, recommended advancing the staff recommendation with their full (unanimous) support.

Therefore, with the support of the Public Works & Sustainability Commission, staff is advancing this request based on the sight line analysis and is recommending installation of all-way stop controls at the intersection. If approved by the City Council, installation of the additional controls will be implemented by Public Works maintenance personnel as part of their assigned work plan.

COORDINATION
The Public Works Department coordinated the public outreach and safety evaluation for this report with input from the Public Works & Sustainability Commission.
