SCOPE OF SERVICES
I. CONSULTANT' S DUTIES
Consultant shall perform the additional scope of services outlined in this First Amendment, in addition to fulfilling the scope of work as originally set forth in the Agreement. Furthermore, new duties shall be incorporated into the specific tasks as described herein.
A. TASK A.4: SITE INVESTIGATION & EXHIBITS. The following duties shall be added to Task A.4.
1. Task A.4.1: Calculating the TI
a. Consultant shall verify the applicable Traffic Index for the Project. In order to provide the City with the recommended Traffic Index to be used for the Kingsdale Avenue corridor from 182nd Street to Grant Avenue, Consultant shall calculate the Projected Equivalent Single Axle Loads (ESALs). This information shall be obtained from traffic counts.
For a better comprehensive understanding of the total traffic volume entering and exiting Kingsdale Avenue to calculate average daily traffic (ADT), Consultant shall perform 24-hour bi-directional traffic counts at six segments.
b. Furthermore, Consultant shall perform the vehicle-classification count for each of the four categories of truck and transit vehicle types (two, three, four, and five axles or more). This information is needed to calculate axle counts for projected traffic. Consultant shall conduct traffic counts on one typical weekday (Tuesday, Wednesday, or Thursday) and on Saturday.
2. Task A.4.2: Develop Site Coring TCP
Consultant shall ensure its Geotechnical Engineer conducts pavement corings, for which Consultant must obtain a no-fee permit from the City. An integral aspect of the City's permitting protocol mandates creation of a stamped and sealed Traffic Control Plan (TCP) for on-site operations.
Consultant shall prepare the TCP and submit to the City along with the permit application. This task includes the time required for the TCP development and coordination with the City and the Consultant’s Geotechnical Engineer.
3. Task A.4.3: Pavement ROM Analysis
Consultant shall perform a Rough Order of Magnitude (ROM) analysis, which will assist the City in determining the preferred pavement rehabilitation approach for implementation in the final design phase. This task includes the time required to develop a ROM exhibit and cost estimate.
Furthermore, this task includes time for coordination with both the City and the Geotechnical Engineer.
4 B. TASK A.7: GEOTECHNICAL INVESTIGATION. The following duties shall be added to Task A.7.
1. GPR Analysis and Project Coordination
Consultant shall ensure its subcontractor Applied Research Associates, Inc. (ARA), a specialized sub-consulting firm, performs Ground Penetrating Radar (GPR) services for a detailed analysis of the existing roadway section along the project corridor. This task also includes additional time for Project management and coordination with ARA, Consultant, and City. It also encompasses review of ARA’s GPR Report, and updates to project Geotechnical Report based on the GPR Report.
2. Project Understanding
This task includes the time required for the TCP development and coordination with the City and the Consultant’s Geotechnical Engineer.
b. Consultant acknowledges that the City has chosen 3D Ground Penetrating Radar (3D GPR) technology for testing and analysis on Kingsdale Avenue in the City. The approximate project location is depicted in Figure 1. Consultant shall ensure its subcontractor ARA employs an advanced 3D GPR system to continuously scan and determine pavement layer thicknesses. Consultant shall utilize 3D GPR to ascertain both pavement layer thicknesses and the depth and location of underground utilities within five feet from the pavement surface.
Consultant shall ensure its subcontractor ARA analyzes data collected in the field experienced and share the data with Consultant’s subcontractor Diaz Yourman & Associates (DYA). Consultant shall ensure its subcontractor ARA provides a Google Earth map displaying GPR-tested locations with thickness and layer type information, along with the marking of underground utilities on the street map to enhance the City's understanding of buried utility lines.
5 Figure 1 - Project Location and Location of Existing Cores
3. Scope of Services
a. GROUND PENETRATING RADAR (GPR) SURVEY
i. Consultant shall ensure its subcontractor ARA employs its widearray 3D GPR system, which shall scan a 5-foot-wide swath using equally spaced GPR sensors, as illustrated in Figure 2. The widearray antenna is towed behind a collection vehicle in contact with the ground during data collection. This system records GPS location information and distance traveled through a distance measurement instrument (DMI) attached to the vehicle's wheel. Unlike traditional GPR systems, it utilizes multi-frequency signals for subsurface scanning.
ii. Consultant shall ensure an experienced ARA analyst will conduct initial analysis to estimate the pavement layer structure beneath the surface. This analysis shall guide the selection of locations for core sampling to determine material type, which will calibrate the layer thicknesses. Additionally, experienced GPR analysts will estimate the locations of buried utilities within 5 feet of the surface. iii. Please note that plastic lines will not be detectable with GPR and will be excluded from detection. Surface markings on the data collection site will not be provided, as all information will be presented within GPR data and Google Earth maps. In cases where vehicles are parked alongside the street, data collection will 6 be limited to areas with sufficient clearance. Collection within culde-sacs may involve fewer passes.

v. Consultant shall provide its subcontractor ARA with the following information.
a. Encroachment permits for 3D GPR Testing and Traffic control for the 3D GPR operator during testing.
b. Local contact numbers.
c. Pavement layer thickness and type data from cores.
vi. For the GPR testing evaluation, Consultant shall ensure its subcontractors ARA and DYA perform the following duties. a. ARA shall perform non-destructive deflection testing using a 3D GPR. DYA shall provide necessary encroachment
permit during testing to ARA.
b. ARA shall provide DYA a report that includes all the analyses results within a month of data collection date.
4. Project Schedule
Consultant shall ensure ARA understands that DYA has not finalized a testing schedule at the present time. Consultant shall ensure ARA collaborates with DYA on this Project and be prepared to work on a flexible schedule for performing the field testing. To facilitate this, ARA will need a lead time of about 4 weeks for test scheduling. The 3D GPR equipment requires dry (rainless) weather conditions to perform the testing, and all field testing may be re-scheduled in the event the weather is not dry. In the event the testing is conducted at nighttime, ARA shall be prepared for the test. City must be informed of the pending nighttime work at least one week prior to the date.
