TITLE
APPROVE A CONTRACT WITH TETRA TECH, INC. FOR PLANNING AND DESIGN OF THE GLEN ANDERSON PARK REGIONAL STORMWATER CAPTURE GREEN STREETS PROJECT, JOB NO. 60290 FOR AN AMOUNT NOT TO EXCEED $526,012 AND THE TERM NOVEMBER 7, 2023 THROUGH NOVEMBER 7, 2028
EXECUTIVE SUMMARY
With approval of this contract, Tetra Tech, Inc. (Tetra Tech) will perform planning and design support services for the Glen Anderson Park Regional Stormwater Capture Green Streets Project, Project No. 60290 (Project). Tetra Tech was one of three firms that provided competitive proposals this past spring for design of the Fulton Playfield Multi-Benefit Project (Fulton Project). The design contract for the Fulton Project, which is a project of similar scope and nature, was ultimately given to a different firm. However, Tetra Tech provided a strong proposal and was ranked second during the evaluation of the Fulton proposals. In particular, staff was impressed with Tetra Tech’s experience and references and, when also considering the firm’s immediate availability, identified Tetra Tech as the best design firm for the Glen Anderson Park Regional Stormwater Capture Green Streets Project.
BACKGROUND
The Anderson Park Project is identified as one of the Regional Projects in the updated Beach Cities Enhanced Watershed Management Plan (EWMP). Completion of the Project is essential to help the Beach Cities Watershed Management Group meet our MS4 permitting requirements and demonstrate compliance with the Santa Monica Bay Beach water quality objectives. The City owns and maintains Glen Anderson Park, which is a multi-use park located adjacent to Lincoln Elementary School, between Rindge Lane, Farrell Avenue, and Vail Avenue. The park has significant green space in addition to baseball fields, tennis courts, basketball courts, and a playground.
Approximately 483 acres of area is tributary to the drain, at the point it flows past Glen Anderson Park, via a County-owned 78-inch reinforced concrete storm drain pipe running under Vail Avenue.
The Project intends to capture the 85th percentile design storm from that pipe, which represents the 24-hour storm depth of approximately 0.8 inches. Besides the diversion structure under Vail Avenue, the Project will add infiltration elements to the system and transform it into a multi-benefit regional project while maintaining its flood control capacity and function. The Project will also incorporate a variety of other benefits like parkway greening, bioretention area, and replacement of 0.5 acres of existing concrete pavement with pervious surface. The Project will expand the existing landscaping and irrigation improvements by incorporating green street improvements within, and along, the

perimeter of the Project area.
Under this contract, Tetra Tech will prepare all of the required environmental documents needed for California Environmental Quality Act (CEQA) compliance. Tetra Tech will also coordinate meetings, prepare supporting documentation, prepare SCW reports, and develop a community outreach program. Additionally, the scope of work will include conducting site investigations, assessing nearby utilities, geotechnical exploration, topographic survey to create a base map, performing underground service alerts, performing preliminary and final engineering design, modeling the dry wells, supporting any permit work (e.g. LACFCD), creating contract documents, and preparing cost estimates and engineering plans for City review.
The attached recommended contract with Tetra Tech will help ensure that the Project is completed according to the City’s specifications, on time, and in a safe and professional manner. The total notto-exceed amount of the contract is $526,012 for the term November 7, 2023 to November 7, 2028.
COORDINATION
The identification of Tetra Tech as the preferred design firm was made by a selection committee comprised of representatives from several City Departments. The Agreement was negotiated by staff in the Public Works Department. The contract was prepared by and approved to form by the City Attorney’s Office.
FISCAL IMPACT
Funding for the design contract is available through a competitive Safe Clean Water Regional Grant that has been awarded to the City.
