EXECUTIVE SUMMARY
Approval of this recommendation will allow staff to submit an application for the Department of Resources Recycling and Recovery (CalRecycle) Senate Bill (SB) 1383 Local Assistance Grant and other CalRecycle payment programs. The grant allocation for FY 2023-24 SB1383 Local Assistance Grant is based on a predetermined per capita population formula with the goal of implementing and supporting SB1383 programs. The FY 2023-24 funding allocation for the City is anticipated to be $131,472. Approval of the request to carryover the unexpended balance of previously awarded SB1383 funding will satisfy requirements to retain funding until it can be expended on approved grant programs.

BACKGROUND
CalRecycle administers a program to provide opportunities for local governments and other eligible jurisdictions to receive funding for various activities associated with SB1383 Local Assistance Grant program. SB1383 requires jurisdictions to provide services to residents and business for recycling and organics recovery programs that divert organic materials away from landfills. Further, SB1383 requires that jurisdictions establish programs and conduct monitoring, enforcement, and recordkeeping to fully implement the SB1383 regulations. The City has received one round of SB1383 Local Assistance Grant funding and is now applying for the second grant funding opportunity related to this program. The City’s allocation for FY 2023-24 is anticipated to be $131,472. The funding will be utilized to procure an organics compactor for the City’s Pier facility, purchase additional organics container collection receptacles for indoor and outdoor use, conduct education and outreach programs to assist the community with implementation of the new requirements, and provide for personnel costs associated with program implementation. The operational period for the

provide for personnel costs associated with program implementation. The operational period for the grant is anticipated to be April 2024 to April 2026.

Additionally, the unexpended balance from the previous SB1383 grant award needs to be carried over into FY 2023-24, as per grant requirements. Grant funds will be expended to procure supplies (bins, lids, liners) to support the program, produce education and outreach materials, secure materials (compost and paper) to meet jurisdiction procurement targets, and secure consulting services to ensure City compliance with the regulations. The operational period for the existing grant ends in April 2024.

COORDINATION
Public Works Department personnel coordinated this report with the Financial Services Department.

The Resolutions were approved as to form by the City Attorney’s Office.

FISCAL IMPACT
The City is estimated to receive $131,472 of CalRecycle SB 1338 Local Assistance Grant Program funds in FY 2023-24. Also recommended is the carryover of previously awarded SB1383 funds, in the amount of $94,7015, which will be appropriated in the FY 2023-24 Public Works SB1383 account.
