TITLE
APPROVE PLANS AND SPECIFICATIONS FOR THE ANITA STREET (WESTBOUND CHANNELIZATION IMPROVEMENTS) AT PACIFIC COAST HIGHWAY PROJECT, JOB NO. 41240,
AND AUTHORIZE THE CITY CLERK TO ADVERTISE THE PROJECT FOR COMPETITIVE BIDS
EXECUTIVE SUMMARY
The Anita Street (Westbound Channelization Improvements) at Pacific Coast Highway (PCH) Project, Job No. 41240 (Project), funded by Metro Measure R Funds and recommended by South Bay Cities Council of Governments, is designed to improve the level of service at the intersection of Anita Street and PCH by improving the channelization of the west bound approach lanes on Anita Street. The design is now complete and the final plans and specifications have been finalized and, following City Council approval, are ready for competitive bidding and construction. The plans and specifications are available for review at the plans and specifications review area located behind the Engineering permit counter at City Hall and will be posted online by the first day of advertising. The Engineer’s construction estimate for the project is $150,000. Construction is expected to begin in May 2024 and take approximately 40 working days to complete.
BACKGROUND
On June 19, 2019, the Board of Directors of the Los Angeles County Metropolitan Transportation Authority (Metro) approved $300,000 in Regional Measure R funds for the design of the Project, and, on April 7, 2020, the City Council entered into a Funding Agreement #MOU.MR312.38 with Metro accepting the funds.
On June 25, 2020, the Metro Board of Directors approved an additional $2,100,000 in Measure R Highway Program Funds for the construction of this Project. On March 9, 2021, City Council approved Amendment No. 1 to the Funding Agreement #MOU.MR312.38 with Metro accepting the funds. At the time of the funding award it was anticipated that the project could also include right of way acquisition.
On March 17, 2021, the City Council approved a Consulting Services Agreement with KOA Corporation to design this project, along with four other transportation related design projects.
Design of this channelization project does not require the acquisition of any additional right-of-way and avoids major changes at the intersection. Therefore, a Caltrans encroachment permit is not required for this project.
H.14., File # 23-6836 Meeting Date: 11/7/2023
With Council approval of the plans and specifications, the Project is scheduled to be released for competitive bidding in December 2023. Staff anticipates returning to City Council with a recommendation for a contract award in February 2024. Construction is anticipated to begin in May 2024 and is expected to be completed in 40 working days.
COORDINATION
The development of the Project Plans and Specifications were coordinated by the Public Works Department, Engineering Services Division. The Regional Measure R funds have been coordinated with Metro and the South Bay Cities Council of Governments.
FISCAL IMPACT
Regional Measure R Grant funds for the Project total $2,400,000 and the City’s local match is $100,000, which is funded by local return (LR) funds from Measure R, which are also restricted to transportation uses. Grant funds are paid to the City on a cost reimbursement basis. The Project’s actual cost will be known following bidding, but is expected to be well below the current amount of funding. Original estimates for the Project considered the potential for right of way acquisition and work within the Caltrans right of way, which significantly increased the anticipated cost. The unused funds will be returned to the Regional Measure R Fund Balance, and made available for future qualifying projects under the South Bay Highway Program.
