TITLE

APPROVE AN AMENDMENT TO THE AGREEMENT WITH WALLACE & ASSOCIATES CONSULTING, LLC. TO INCLUDE CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR THE KING HARBOR MAINTENANCE DREDGING PROJECT, JOB NO. 70660

EXECUTIVE SUMMARY
Approval of the first amendment to the Agreement with Wallace & Associates Consulting, LLC. (W&A) will allow for construction management, daily inspection, and construction reporting services for the King Harbor Maintenance Dredging Project, Job No. 70660 (Dredging Project). On June 7, 2022, the City Council approved an Agreement with W&A for construction management and inspection services associated with the Basin 2 Sewer Pump Out Station Upgrade Project & Harbor Patrol Dock Replacement Project, Job Nos. 50310 & 70690, for a not to exceed amount of $300,000. Staff estimates that the total expenditures for services provided by W&A for these two, now completed, projects will total roughly $150,000. Staff recommends amending the contract to authorize use of the available $150,000 of funding to provide these services for the Harbor Dredging Project. The remaining Tidelands Funds encumbered by the Agreement will be used to accommodate the scope of work outlined in the amendment. No additional contract value will be added to the Agreement.

W&A has been extremely helpful with keeping projects on schedule, within budget, and safe. The proposed inspection services will help ensure all requirements of the Dredging Project plans and specifications are met and that the Project is completed in a timely, safe, and professional manner.

BACKGROUND
In order to provide construction management, daily inspection, and construction reporting services for a number of construction efforts, City staff solicited proposals from qualified engineering firms on August 30, 2021 for various CIP projects nearing design completion and construction. The consultant selection process included evaluating proposals received and completing reference checks. W&A was found to have a good combination of experience, price, and references in relation to marina and pier restoration, harbor, boat dock, and other projects dealing with pilings. W&A has been extremely helpful with keeping Projects on schedule, within budget, and safe.

Less than $150,000 was expended in these efforts, and the contract is still open.

H.15., File # 23-7109 Meeting Date: 11/7/2023
On August 15, 2023, the City Council awarded a public works contract to Manson Construction Co in the amount of $2,992,000 for the King Harbor Maintenance Dredging Project, Job No. 70660 to restore King Harbor’s navigational depth to the original design specifications to provide for the safe passage of vessels by eliminating the accumulated shoals within the Harbor. The dredging project will remove approximately 62,000 cubic yards of material from two areas within the Harbor. All dredged material will be placed outside of the Harbor at an approved US Army Corps of Engineers offshore ocean location generally located across from Avenue B in Redondo Beach.

Approval of the amendment to the Agreement with W&A will include the scope of work for the Dredging Project and allow for construction management, daily inspection, and construction reporting services for the duration of the effort. The amendment will help ensure that the Dredging Project is completed according to the City’s plans and specifications, on time, and in a safe and professional manner. The proposed first amendment limits expenditure by W&A for work on the Dredging Project to $150,000, roughly equal to the funds available in the contract following the completion of the Basin 2 Sewer Pump Out Station Upgrade Project & Harbor Patrol Dock Replacement Project, Job Nos. 50310 & 70690. The contract term, which remains unchanged, expires on June 7, 2025.

COORDINATION
The scope of work identified in the contract has been coordinated by the Public Works Department.

The contract has been approved as to form by the City Attorney’s Office.

FISCAL IMPACT
Funding for the proposed $150,000 of project management and inspection services is available through the existing W&A agreement. No additional funds are required.

Separately, the City’s FY 2023-24 budget includes $3,501,200 for construction of the Harbor Dredging Project as follows:
