TITLE
ADOPT BY TITLE ONLY RESOLUTION NO CC-2311-114, A RESOLUTION OF THE CITY COUNCIL

OF REDONDO BEACH, CALIFORNIA, APPROVING THE WAIVER OF PARKING METER FEES

FOR AREAS OF THE RIVIERA VILLAGE, SOUTH CATALINA AVENUE, AND PEARL STREET FOR THE 2023 HOLIDAY SEASON FROM DECEMBER 2, 2023 THROUGH JANUARY 1, 2024

EXECUTIVE SUMMARY
Approval of the recommended action would waive the parking meter fees in Riviera Village along South Catalina Avenue and Pearl Street from December 2, 2023 through January 1, 2024. The holiday fee waivers promote goodwill and encourage both shopping and dining in the areas. The temporary waiver of parking meter fees will cause a loss in general fund parking revenue of approximately $125,000.

BACKGROUND
Since 2007, the City has authorized the annual waiver of parking meter fees in the in Riviera Village, along South Catalina Avenue, and Pearl Street in an effort to promote holiday goodwill and encourage people to visit, dine, and shop in the area throughout the holiday season. There are 553 parking meters in the affected areas, of which 51 are currently out of service due to the current dining deck usage in the Riviera Village. The remaining 502 parking meters will be rendered inactive in the area of Catalina Avenue and Pearl Street. The anticipated loss of revenue derived from the parking meter fee waivers is approximately $125,000.

Traditionally, the parking meter heads are covered with decorative bags displaying a holiday message for the duration of the parking fee waiver. Within the last year, the City of Redondo Beach new smart meters were installed on Catalina Avenue. The shape of the new parking meter heads will not allow for them to be covered with a similar holiday-themed bag. Instead, the new parking meters allow for a digital holiday message to be displayed on the face of the meter. The digital message provides a more environmentally friendly option and will incorporate a holiday greeting for the duration of the fee waiver period. The messaging will also include a notice that vehicles are not allowed to park for more than four hours in the spot.

COORDINATION
The Police Department coordinated this item with the City Attorney’s Office and the Waterfront and Economic Development Department.

FISCAL IMPACT
Parking meter revenue from the affected parking spaces accrues to the City’s General Fund. The total anticipated parking meter revenue loss is $125,000. The City will continue to be responsible for the monthly smart meter connectivity fees in the area, which total approximately $3,900. The revenue loss due to the holiday waiver program was anticipated as part of the adopted budget and is accounted for in the City’s annual revenue projections. The free parking program is provided to incentivize visitation to the Riviera Village during the holidays, which, in turn, could lead to additional sales tax revenues for the City.
