TITLE

APPROVE THE SIXTH AMENDMENT TO THE AGREEMENT WITH THE LOS ANGELES COUNTY DEVELOPMENT AUTHORITY (LACDA) TO ACCEPT $33,666 OF HOMELESS INCENTIVE PROGRAM (HIP) MEASURE H FUNDS AND EXTEND THE TERM TO JUNE 30, 2024

EXECUTIVE SUMMARY
In March 2017, through a Los Angeles County ballot Measure, voters approved Measure-H, a quartercent sales tax to provide funding for new and enhanced services to address homelessness issues in the County. One of the many programs created through Measure H is the Homeless Incentive Program (HIP) which is used to incentivize landlords to accept Housing Choice Vouchers (Section 8) as payment for housing for families experiencing homelessness.

The sixth amendment to the interagency Agreement with the Los Angeles County Development Authority (LACDA) for the Homeless Incentive Program extends the term of the contract to June 30, 2024, and authorizes the disbursement of $33,666 of Measure H grant funds to the City.

BACKGROUND
On March 6, 2018, the Redondo Beach City Council entered into an interagency agreement with LACDA, formerly known as the Housing Authority of the County of Los Angeles. Per the agreement, the Redondo Beach Housing Authority will commit five Housing Choice Vouchers (Section 8) for the HIP and offer financial incentives, up to $3,700 each, (funded by LACDA) to landlords that house homeless individuals. These incentives include, but are not limited to, upfront payment for the first and last month’s rent, security deposits, utility assistance, damage claims (not to exceed $2,000 per and after the security deposit has been exhausted), and the purchase of essential furniture and appliances.

COORDINATION
The Community Services Department’s Housing Division prepared this item. The Interagency Agreement has been approved by the City Attorney's Office and LACDA’s County Counsel.

FISCAL IMPACT
The Homeless Incentive Program is funded exclusively through Measure H funds.
