ENVIRONMENTAL REVIEW SERVICES FOR PEER REVIEW OF THE BEACH CITIES HEALTH
DISTRICT HEALTHY LIVING CAMPUS PHASE ONE PROJECT ENVIRONMENTAL IMPACT REPORT TO EXTEND THE CONTRACT TERM TO NOVEMBER 14, 2024 AT NO ADDITIONAL COST
EXECUTIVE SUMMARY
On November 15, 2023 the City Council approved an agreement with Rincon Consultants, Inc. (Rincon) to provide environmental review services and conduct a peer review of the Beach Cities Health District (BCHD) Healthy Living Campus Phase One project environmental impact report. The Agreement with Rincon Consulting Inc. provides all necessary environmental consultant services required for the contracted peer review services, at a fully reimbursed cost of $97,108, for the term November 15, 2022 through November 14, 2023.
To ensure that the consultant and City staff have adequate time to complete their review of BCHD’s Healthy Living Campus Phase One project environmental impact report, the contract is recommended for extension through November 14, 2024 with no additional cost.
BACKGROUND
At this time, BCHD is finalizing their formal application for Phase One of the Healthy Living Campus Phase One project, which includes Residential Care for the Elderly, Programs for All-Inclusive Care for the Elderly (PACE), community services (i.e., social workers, assistance, information and referral, youth wellness), active open green space, and parking.
To date, Rincon has completed their initial preliminary peer review of the BCHD Healthy Living Campus Project Phase One Final EIR, however, additional time is required to further clarify the scope of the project and allow City staff to complete its review and comments on Rincon’s initial draft of their preliminary peer review documents.
COORDINATION
The First Amendment to the Agreement has been approved as to form by the City Attorney’s Office.
FISCAL IMPACT
There are no additional costs associated with the extension of the existing contract. All contract costs with Rincon will be fully reimbursed by BCHD pursuant to the terms of the project
