TITLE

DISCUSSION AND POSSIBLE ACTION REGARDING A MURAL FOR THE REDONDO BEACH PAD 10 SKATE PARK AT 500 FISHERMAN’S WHARF

APPROVE THE MURAL CONCEPT RECOMMENDED BY THE PUBLIC ART COMMISSION AND

DIRECT STAFF TO PREPARE A CONTRACT WITH THE SELECTED ARTIST TO COMPLETE

MURAL INSTALLATION

EXECUTIVE SUMMARY
Earlier this year, the LA Kings Foundation donated $25,000 to the Redondo Beach Police Foundation to be used to support the construction of a skate park in Redondo Beach. The skate park was later completed without needing the $25,000 donation. In light of this, the City Attorney approached the Foundation about repurposing the funds for installation of a mural at the skate park. Foundation representatives gave permission to do so and requested that recognition of their contribution be provided at the appropriate time.

The City received mural design proposals from three artists. All three artists, in staff’s view, are capable/qualified to complete the mural installation. On October 25, 2023, the Public Art Commission reviewed the concepts and unanimously recommended the design submitted by Andy Jenkins. This item provides an opportunity for the City Council to consider the designs and approve the selection of an artist. Following selection, staff will work with the artist to prepare a contract for mural installation.

BACKGROUND
As mentioned above, work was completed on the Pad 10 Skate Park at Fisherman’s Wharf earlier this year and did not require use of the $25,000 donation provided by the LA Kings Foundation. As part of the Fiscal Year 2023-24 Budget, the City Council appropriated an additional $50,000 of funding for the mural, bringing the project total to $75,000.

Three artists submitted design proposals (see attached) for the mural: Gustavo ZermenÞo, Jr., Andy Jenkins, and Sei Shimura. Gustavo ZermenÞo, Jr., who was solicited by the LA Kings Foundation, provided two mural design concepts. Andy Jenkins, who was recommended by representatives from Spohn Ranch, the architects of the skate park project, submitted one design concept. The third artist, who was encouraged by the Public Art Commission to submit designs for the skate park after finishing as a finalist in the Public Works Yard Wall Mural RFP, provided four design concepts.

N.2., File # 23-7236 Meeting Date: 11/21/2023
The Public Art Commission reviewed the designs from all three artists at their October 25 meeting and unanimously recommended that the City Council commission a mural based on the design submitted by Andy Jenkins. If the City Council concurs with the Commission’s recommendation, staff will begin negotiations with the artist and return with a contract for installation of the skate park mural.

COORDINATION
This report was prepared by the Community Services Department. The City Attorney consulted with representatives from the LA Kings Foundation to secure permission to use the donated funds for a skate park mural.

FISCAL IMPACT
As part of the Fiscal Year 2023-24 Budget, the City Council approved $50,000 from the John Parsons Public Art Fund for the Skate Park mural project, bringing the total budget to $75,000 when including the $25,000 donation from the LA Kings Foundation. The cost of the mural will be determined following negotiations with the selected artist, but is expected to be less than the total budgeted amount.
