TITLE

APPROVE THE TEMPORARY STREET CLOSURE OF AVENUE H AT DORIS WAY FOR THE PERIOD NOVEMBER 24, 2023 THROUGH JANUARY 2, 2024

EXECUTIVE SUMMARY
In keeping with annual practice during the holiday period, staff is recommending Avenue H be closed to through traffic at Doris Way, which demarks the City boundary between Redondo Beach and Torrance, from Friday, November 24, 2023 through Tuesday, January 2, 2024. The proposed street closure is daily from 5:00 PM to 10:00 PM. The neighborhood will be appropriately posted to indicate that Avenue H is temporarily closed to through traffic.

BACKGROUND
This street closure was initiated in 1993 by a petition from homeowners along Avenue H, Massena Avenue, and Circle Drive requesting that the City explore ways to address the traffic congestion problems experienced due to the Seaside Rancho neighborhood’s (Sleepy Hallow) holiday season light display in Torrance. Subsequently, representatives from the cities of Torrance and Redondo Beach met and determined that temporary barricades installed by the City of Redondo Beach would help mitigate the issue. The current practice includes daily installation and removal of lockable, in-street bollards during the closure period along with appropriate advance signage.

COORDINATION
The Public Works Department will assign personnel to post signs and install and remove street closure bollards daily, during the five-week period.

FISCAL IMPACT
Funding for the personnel needed to close the street is included in the Public Works Department’s adopted FY 2023-24 budget, and is part of the Department’s annual work program. The signs and barricades are reused year to year.
