UMBRELLA SHADE STRUCTURES AT FRANKLIN PARK FOR A TOTAL COST NOT TO EXCEED $147,395
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2311-123, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, DECLARING THE INSTALLATION OF FIVE UMBRELLA-STYLE SHADE STRUCTURES AT FRANKLIN PARK AS “MAINTENANCE” AND EXEMPTING IT FROM BIDDING REQUIREMENTS PURSUANT TO SECTIONS 19 AND 19.1(A)
OF THE CITY CHARTER OF REDONDO BEACH
EXECUTIVE SUMMARY
Approval of this item would authorize an agreement with PlayCore Wisconsin, Inc. to install five umbrella shade structures at Franklin Park and declare the recommended action as maintenance.
The umbrellas would replace three large wooden trellis structures that have deteriorated and need to be removed. The total not to exceed cost of $147,395 covers the provision and installation of the umbrella structures by PlayCore.
BACKGROUND
Franklin Park contains three large wooden trellis structures that provide shade in the playground and picnic areas. The structures have been in place for a number of years, are significantly deteriorated, and are scheduled to be removed by the Public Works Department in the near future. In order to maintain shade in the playground and picnic areas, the Public Works Department obtained a proposal from PlayCore Wisconsin to provide five attractive, cantilever umbrella shade structures to replace the trellises.
The cost for the five umbrellas will not exceed $147,395, including installation. The proposed cost reflects pricing available through the Omnia Partners cooperative purchasing program and satisfies the City’s competitive purchasing requirements. Both the vendor and the City maintain membership in the Omnia Partners cooperative purchasing program.
Also attached for the Council’s approval is a resolution confirming that the shade structure installations qualify as maintenance rather than public works construction. Projects deemed to be construction require a formal sealed bidding process.
