A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, AUTHORIZING
EXTENSION OF THE LOCAL EARLY ACTION PLANNING
GRANTS PROGRAM (LEAP).
WHEREAS, pursuant to Health and Safety Code 50515 et. Seq, the California Department of Housing and Community Development (Department) issued a Notice of Funding Availability (NOFA) and Application on January 27, 2020 in the amount of $119,040,000 for assistance to all California Jurisdictions as part of the Local Government Planning Support Grants Program (hereinafter referred to by the Department as the Local Early Action Planning Grants program or LEAP); and
WHEREAS, the City Council of the City of Redondo Beach authorized the submittal of a LEAP grant application package through Resolution No. CC-2007-050 for approval of grant funding for projects that assist in the preparation and adoption of planning documents and process improvements that accelerate housing production and facilitate compliance to implement the sixth cycle of the regional housing need assessment; and
WHEREAS, The City of Redondo Beach was awarded LEAP grant funds in the amount of $300,000 from the period of October 1, 2020 through December 31, 2023; and WHEREAS, the Community Development Department has utilized the monies to update the Planning documents including the General Plan and Zoning Ordinance related to housing, and for infrastructure planning; and WHERAS, the Department has authorized an extension of the LEAP grant period through December 31, 2024.
WHERAS, The City of Redondo Beach must authorize the extension of the LEAP grant period and update the signatory on behalf of The City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby authorizes the extension of the LEAP grant period through December 31, 2024.
SECTION 2. The City Council hereby authorizes the City Manager to execute the City of Redondo Beach Local Government Planning Support Grant Program LEAP Grant Documents, and any amendments thereto, on behalf of the City as required by the Department.

SECTION 3. The City of Redondo Beach shall be subject to the terms and conditions as specified in the NOFA, and the Standard Agreement provided by the Department after approval. The Application and any and all accompanying documents are incorporated in full as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the Application will be enforceable through the fully executed Standard Agreement. Pursuant to the NOFA and in conjunction with the terms of the Standard Agreement, the Applicant hereby agrees to use the funds for eligible uses and allowable expenditures in the manner presented and specifically identified in the approved Application.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
