A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, AUTHORIZING BY 4/ 5 VOTE
A FISCAL YEAR 2020- 2021 BUDGET MODIFICATION TO
APPROPRIATE $ 300, 00 IN DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT LOCAL EARLY ACTION
PLANNING GRANTS PROGRAM FUNDS
WHEREAS, it is in the intention of the City Council of the City of Redondo Beach (" City Council") to review the adopted budget; and
WHEREAS, the City of Redondo Beach' s adopted budget needs to be modified to appropriate monies to fund necessary expenditures; and
WHEREAS, the City of Redondo Beach was awarded a grant from the California State Department of Housing and Community Development as part of its Local Early Action Planning Grants Program (" LEAP") in the amount of $300,000; and WHEREAS, the LEAP grant funds will be made available to the City of Redondo Beach for the period of October 1, 2020 through December 31, 2023; and WHEREAS, these grant funds may be used to address critical housing needs, including preparation and adoption of planning documents, process improvements that accelerate housing production, and to facilitate compliance in implementing the sixth cycle of the regional housing needs assessment; and
WHEREAS, the City intends to use the monies to update its planning documents, including the General Plan and Zoning Ordinance related to housing, and to develop infrastructure planning; and
WHEREAS, the City Council has approved the receipt and appropriation of past grant funding for various City programs; and
WHEREAS, the City desires to accept the $300,000 in LEAP grant funds for appropriation in fiscal year 2020-2021.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA RESOLVES AS FOLLOWS:
SECTION 1. That the amounts allocated in the budget for Fiscal Year 2020- 2021 and the amounts required to meet conditions which have arisen during the budget year, require a modification in the budget appropriations; and, upon recommendation of the City Manager, the budget appropriation as adopted for Fiscal Year 2020- 2021 is modified as follows:
300, 000 in grant funds awarded by the California State Department of Housing and Community Development Local Early Action Planning Grants Program shall be appropriated to the Intergovernmental Grants Fund.

SECTION 2. Pursuant to Section 11( f) of the City Charter, the City Clerk is hereby directed and instructed to correct the budget records of said City for Fiscal Year 2020- 2021 in accordance with the above modification.
SECTION 3. This Resolution shall take effect immediately upon its adoption by the City Council.
SECTION 4. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.

The California Department of Housing and Community Development (Department) is pleased to announce that the City of Redondo Beach has been approved for funding under the Local Early Action Planning Grants Program (LEAP Program). The Department has determined that the application submitted in response to the Notice of Funding Availability released on January 27, 2020, meets LEAP Program requirements.
This letter constitutes a conditional commitment of an award in the amount of $300,000.
The LEAP Program reflects the state’s commitment to work in partnership with local governments to address California’s critical housing needs. Local governments are using the grant awards for the preparation and adoption of planning documents, process improvements that accelerate housing production, and to facilitate compliance in implementing the sixth cycle of the regional housing need assessment (RHNA).

APPLICATION FOR, AND RECEIPT OF, LOCAL
GOVERNMENT PLANNING SUPPORT GRANT PROGRAM
FUNDS LOCAL EARLY ACTION PLANNING GRANTS
PROGRAM (LEAP)
WHEREAS, pursuant to Health and Safety Code 50515 et. Seq, the California Department of Housing and Community Development (Department) is authorized to issue a Notice of Funding Availability ( NOFA) as part of the Local Government Planning Support Grants Program ( hereinafter referred to by the Department as the Local Early Action Planning Grants program or LEAP); and
WHEREAS, the City Council of the City of Redondo Beach desires to submit a LEAP grant application package ("Application"), on the forms provided by the Department, for approval of grant funding for projects that assist in the preparation and adoption of planning documents and process improvements that accelerate housing production and facilitate compliance to implement the sixth cycle of the regional housing need assessment; and
WHEREAS, the Department has issued a NOFA and Application on January 27, 2020 in the amount of $119,040,000 for assistance to all California Jurisdictions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA ("Applicant") RESOLVES AS FOLLOWS:
SECTION 1. The City of Redondo Beach, through the City Manager, is hereby authorized and directed to apply for and submit to the Department the Application package for LEAP Grant funds released on January 27, 2020 in the amount of $300,000.
SECTION 2. In connection with the LEAP grant, if the Application is approved by the Department, the City Manager of the City of Redondo Beach is authorized to enter into, execute, and deliver on behalf of the City of Redondo Beach, a State of California Agreement ( Standard Agreement) for the amount of $300,000, and any and all other documents required or deemed necessary or appropriate to evidence and secure the LEAP grant, the City' s obligations related thereto, and all amendments thereto collectively, the " LEAP Grant Documents"); and
SECTION 3. The City of Redondo Beach shall be subject to the terms and conditions as specified in the NOFA, and the Standard Agreement provided by the Department after approval. The Application and any and all accompanying documents are incorporated in full as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the Application will be enforceable through the fully executed Standard Agreement. SECTION 4. City Manager, Joe Hoefgen, is authorized to execute the City of Redondo Beach Local Government Planning Support Grant Program application, the LEAP Grant Documents, and any amendments thereto, on behalf of the City as required by the Department for receipt of the LEAP Grant.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
