APPROVE THE MURAL CONCEPT RECOMMENDED BY THE PUBLIC ART COMMISSION AND

DIRECT STAFF TO PREPARE A CONTRACT WITH THE SELECTED ARTIST TO COMPLETE

MURAL INSTALLATION
CONTACT: CAMERON HARDING, COMMUNITY SERVICES DIRECTOR
Cultural Arts Manager Margolis narrated a PowerPoint presentation with details of the proposed mural for the Redondo Beach Pad 10 Skate Park at 500 Fisherman' s Wharf.

City Attorney Webb discussed the artists and their concepts and asked for direction from Council as to which concept is preferred.

City Manager Witzansky spoke about installing more public art in the community; noted all three artists are viewed as capable and qualified; discussed the review process by the Public Arts Commission and their advisory role and stated it is ultimately, City Council' s decision in terms of the concept and where the art is installed.

Discussion followed regarding the surfaces to be painted, working with Public Works to ensure the walls selected are appropriate and the timeline.

Mayor Pro Tern Loewenstein invited Artist Andy Jenkins to the podium.

Artist Jenkins reported the mural should not take more than six days to complete and spoke about the simple color palette and design.

City Attorney Webb reported the one requirement is that it must be a nautical theme.

Discussion followed regarding having no paint on the surfaces of floors, including the men' s and women' s bathroom doors, ensuring visibility of the restrooms, considering the mural as an icon for Redondo Beach, the results of the Public Art Commission' s vote, not appearing too " skatey", incorporating the City logo and the Public Art Commission' s rationale for choosing the recommended concept.

Artist Jenkins mentioned filming a documentary of the mural process in connection with the skating culture.

In reply to questions from Councilmember Behrendt, Cultural Arts Manager Margolis stated he has no concerns with the quality of the artists and their work; noted the Commission did not require complete proposals in advance and spoke about considering the climate, the quality of paints and coatings to use to prevent graffiti. He added that staff will consult with Public Works and return with a detailed agreement, concepts and specifications for City Council' s final approval.

Discussion followed regarding negotiating terms, considering the design and final contract, moving the project forward, quickly, including a " nod" to the King' s, welcoming non- skaters as well as skaters and using bright colors.

Councilmember Nehrenheim spoke about the mural identifying the Skate Park as an icon separate from the Harbor and International Boardwalk.

Mayor Pro Tern Loewenstein invited Dante Perell, a representative of Artist Gustavo Zermeno, Jr., to talk about his proposed concepts.

Mayor Pro Tern Loewenstein invited public comments on this item.

Leslie Campeggi spoke about a nearby, new mural on the wall; noted that has a broader look; felt that they clash and urged City Council to make sure whatever artwork is chosen, that it does not clash with what is

already there.

There were no other public comments on this item.

Discussion followed regarding the timing for Artist Zermeno' s project, if approved, creating a sense of space, the bathrooms, having the artist provide the color palette/ paint chips to Public Works, whether the nautical theme was required, and other artists invited to provide proposals.

Cultural Arts Manager Margolis reported the Commission did not approve any language related to a theme; did not issue an RFP for this project and discussed the licensing agreement.

City Manager Witzansky added this was an abbreviated RFP and spoke about trusting the artist to produce a design.

Motion by Councilmember Obagi, seconded by Councilmember Behrendt, to APPROVE THE MURAL

CONCEPT RECOMMENDED BY THE PUBLIC ART COMMISSION AND DIRECT STAFF TO PREPARE A CONTRACT WITH THE SELECTED ARTIST TO COMPLETE MURAL INSTALLATION, incorporating more of Redondo Beach, the Waterfront and the International Boardwalk, leaving a space for future placement of the City logo (once it has been approved) and recognizing the L.A.
