A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, RENEWING THE
AGREEMENT WITH REDONDO BEACH TRAVEL & TOURISM
(RBTT) TO ADMINISTER THE REDONDO BEACH TOURISM
MARKETING DISTRICT
WHEREAS, on June 19, 2018, in accordance with California Streets and Highways Code Section 36600 et seq., the City Council of the City of Redondo Beach (hereinafter “City Council”) adopted Resolution No. CC-1806-031 declaring its intent to establish the Redondo Beach Tourism Marketing District (“RBTMD”), a benefit assessment district for the purpose of funding activities that benefit the payors through a levy of a special assessment on lodging businesses, comprised of twenty (20) rooms or more, within the RBTMD, as set forth in the Management District Plan.
WHEREAS, on August 21, 2018, the City of Redondo Beach (City) created the Redondo Beach Tourism Marketing District (RBTMD) for a five (5) year term by Resolution No. CC-1808- 053; and
WHEREAS, on January 8, 2019, the City entered into an Agreement with Redondo Beach Travel and Tourism to administer and implement the services described in the Management District Plan for a five (5) year term, which ends on December 31, 2023.
WHEREAS, on May 16, 2023, in accordance with California Streets and Highways Code Section 36600 et seq., the City Council adopted Resolution No. CC-2305-046 declaring its intent to renew the RBTMD and levying a special assessment on lodging businesses, comprised of twenty (20) rooms or more, within the RBTMD, as set forth in the Management District Plan; and WHEREAS, on July 18, 2023, the City Council adopted Resolution No. CC-2307-068 renewing the RBTMD for a ten-year term; and
WHEREAS, The City and Redondo Beach Travel and Tourism desire to renew the Agreement designating Redondo Beach Travel and Tourism as the association to administer and implement the RBTMD for a ten (10) year term; and
WHEREAS, the Property and Business Improvement Law of 1994, Streets and Highways Code § 36600 et seq., authorizes the City to renew business improvement districts for the purposes of promoting tourism; and
WHEREAS, lodging business owners who will pay more than fifty percent (50%) of the proposed assessment, as weighted according to the amount of the assessment to be paid by the petitioner, within the boundaries of the RBTMD have petitioned the City Council to renew the RBTMD; and
WHEREAS, included with the petitions was a Management District Plan (Plan) summary that describes the proposed assessment to be levied on lodging businesses within the RBTMD to pay for sales and marketing programs, and other improvements and activities set forth in the Plan; and

WHEREAS, the assessed lodging businesses within the RBTMD will receive a specific benefit from the activities and improvements set forth in the Plan; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The recitals set forth herein are true and correct.
SECTION 2. The RBTT is hereby renewed for a ten (10) year term, beginning January 1, 2024, or as soon as possible thereafter, and shall end ten (10) years from its start date, unless renewed pursuant to Streets and Highways Code §36660.
