RE: AB530 (Boerner) – SUPPORT
Dear Assembly Member Boerner,
On behalf of the City of Redondo Beach, I am writing to express the City of Redondo Beach’s support for AB530, a crucial piece of legislation addressing ebike safety.

In the City of Redondo Beach, we recognize the growing popularity of e-bikes and the need to ensure the safety of riders and the community at large. AB530’s provisions align with our commitment in promoting e-bike safety. We believe the Bill will help strike the right balance between encouraging e-bike usage and ensuring the well-being of our residents. AB530 is greatly appreciated and we encourage you to continue championing this important legislation for the benefit of our city and its residents.

The City of Redondo Beach has experienced a substantial increase of electric bicycles on our roadway within the past few years, especially amongst our youth.

As a result, our city has experienced an increase in electric bicycle accidents stemming from failing to obey the rules of the road. Existing law prohibits a person under 16 year of age from operating a class 3 electric bicycle. This Bill would prohibit a person under the age of 12 from operating an electric bike of any class.

This Bill would also create an e-bike license program with an online written test for those persons without a valid driver’s license. The City of Redondo Beach is in favor of the age requirement and e-bike safety licensing program for those persons that do not possess of valid driver’s license.

Following review by the Redondo Beach City Council at its regularly scheduled meeting on December 5, 2023, the City Council received public testimony and voted to support the passage of AB530. Thank you for your consideration of our comments.

Sincerely,
William Brand - Mayor
