TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2312-132, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AMENDING THE PART-TIME

EMPLOYMENT POLICY AND PAY PLAN FOR PART-TIME EMPLOYEES

EXECUTIVE SUMMARY
In April 2016, the State of California adopted Senate Bill 3 (SB3) to increase California’s minimum wage incrementally each year, starting in January 1, 2017. Annual increases to the minimum wage occurred through January 1, 2022, where it reached $15.00 per hour. A provision in that Bill allowed the minimum wage to continue to increase up to an additional 3.5% with any increase to inflation over 7%. As a result, the State of California adjusted the minimum wage to $15.50 on January 1, 2023, and to $16.00 per hour on January 1, 2024.

The federal minimum wage is currently $7.25/hour, but since California’s minimum wage is higher, it prevails and applies to all City employees.

BACKGROUND
On September 26, 2023, the State of California Department of Industrial Relations certified that based on the annual inflation rate of over 7% from July 1, 2022 through June 30, 2023, the State’s hourly minimum wage must again be increased, to $16.00 an hour. This increase will take effect on January 1, 2024.

The change in minimum wage affects the salary ranges for the City’s part-time employees as follows:

Title Current Range New Range
Administrative Intern 15.50 16.00
Aide 15.50 16.00
Assistant Recreation Coordinator 15.50 - 17.00 16.00 - 17.00 Crossing Guard 20.00 - 25.00 20.00 - 25.00

Adoption of the attached resolution will increase the bottom of the range for each classification currently below the $16.00 minimum. It will also start the bottom of the Senior Lifeguard range at

17.00 per hour, which is the top of the Lifeguard range. It should be noted that many part-time classifications no longer have pay ranges, or they have minimal ranges due to recent increases in minimum wage. Statewide wage compression has affected the City’s competitive position in the parttime labor market. As entry level pay for employment opportunities in other industries, such as fast food, grows the interest in City part-time positions, which used to offer wages much higher than minimum wage, declines.

COORDINATION
The Human Resources Department and the City Attorney’s Office coordinated the development of the proposed Resolution.

FISCAL IMPACT
Part time salaries are included in each Department’s annual operating budget. Increasing the minimum wage to $16.00 per hour will affect roughly 100 employees. The 3.5% increase in pay for those positions is anticipated to cost approximately $20,000 this Fiscal Year citywide and will be absorbed by each departments’ part time budget. The increased cost for positions associated with fee based programs that maintain full cost recovery will be offset by future fee adjustments.
