Over the past three years, Keyser Marston Associates, Inc. (KMA) has been acting as a subconsultant to VT + A in relation to the analysis and adoption of an Inclusionary Housing Ordinance for the City of Redondo Beach (City). KMA’s September 22, 2020 proposal included a defined scope of services, and a not to exceed budget of $39,200.
KMA has previously requested two budget increases to cover additional scope:
December 5, 2022 – $12,500 Requested Budget Increase
Updating sales prices, rents and household incomes to reflect 2022 information.
Adding a low income rental category at 80% of AMI.
Preparing an in-lieu fee analysis for fractional Inclusionary Unit obligations.
Preparing presentations for use at public meetings.
Attendance at two Planning Commission meetings and two City Council meetings.
May 8, 2023 - $8,000 Requested Budget Increase
Updating the Inclusionary Housing: Financial Evaluation.
Completing the tasks identified in the 12/5/22 budget increase request.
Attendance at two additional City Council meetings.

The City recently requested that KMA submit a proposal to undertake an array of additional services. The services and proposed budgets are presented in the following table:
