TITLE

APPROVE THE INSTALLATION OF ALL-WAY STOP CONTROLS AT THE INTERSECTION OF

FLAGLER LANE AND SPEYER LANE

EXECUTIVE SUMMARY
In response to a request from residents, staff performed an analysis of all-way stop (AWS) controls at the intersection of Flagler Lane and Speyer Lane. Staff’s findings were presented to the Public Works & Sustainability Commission (PWSC) on November 27, 2023. The PWSC voted in support of the installation of AWS controls at this intersection.

This item is being advanced for City Council consideration based on the recommendation of the PWSC and the analysis performed by the City’s Transportation Engineer, who believes a relevant obstruction to sight lines exists, and that the operation of the intersection could be made safer with the installation of AWS controls.

BACKGROUND
Staff received an AWS request from a resident for this subject location in October 2022. The concern cited by residents was identified as limited sight lines viewing cross traffic from Speyer Lane. The intersection is 2-way stop controlled with stop controls only on Speyer Lane. Staff proceeded to collect resident support data, perform field observations, and review crash history information as per the City’s policy for this type of resident request. Due to insufficient resident support and no significant correctible crash history, the matter was considered closed. Since the onboarding of additional staff resources in September 2023, the City’s Transportation Engineer reopened this case and performed a site analysis in October 2023. Staff believe that, with the level of vertical improvements (walls, shrubs, fences) at all corner of the intersection, the operation of the intersection could be improved with the installation of all-way stop controls.

The attached administrative report for the November 27, 2023 PWSC meeting provides more information on the request and the analysis of the intersection. The PWSC took public input and, following deliberations, unanimously recommended advancing the staff recommendation for installing AWS controls.

As a result, staff is advancing this request for technical reasons that are based on a sight line analysis and is recommending installation of AWS controls at the intersection. If approved by the City Council, installation of the additional traffic controls will be implemented as soon as possible by City

COORDINATION
Coordination of the public outreach, safety evaluation, and the creation of this report was performed by staff in the Public Works Department, with input from the Public Works & Sustainability Commission.

FISCAL IMPACT
The cost to install additional signage and associated appurtenance to complete the AWS controls at this intersection is estimated at $2,000. Funding for the installation of AWS controls is available in the City’s Traffic Calming Budget.
