TITLE

APPROVE EQUIPMENT AND LABOR COSTS WITH SOUTH COAST, EMERGENCY VEHICLE

SERVICE FOR REPAIRS AND UPGRADES TO THE FIRE DEPARTMENT RESERVE LADDER TRUCK FOR AN AMOUNT NOT TO EXCEED $97,348

EXECUTIVE SUMMARY
The Fire Department Reserve Ladder Truck (Unit 114-03) is scheduled for a planned retro-fit including an updated lighting package and graphics. The Fire Department has identified South Coast - Emergency Vehicle Service to perform the required retro-fit for an amount not to exceed $97,348.

BACKGROUND
The City Council approved funding in the Approved Budget FY 2023-24 Decision Package #51 - Public Works Fleet Maintenance - Fire Apparatus. A component of this approved funding was an appropriation for maintenance, repair, and planned retro-fits of hold-over units such as the reserve Ladder Truck (Unit 114-03). At this time the Fire Department is requesting City Council approval to complete a planned retro-fit of the reserve Ladder Truck. This retro-fit includes the upgrading of the unit’s lighting and graphics package. Much of the twenty-year-old unit’s emergency scene lighting is currently not operational. The incandescent lighting is weathered and will be replaced with LED lighting that greatly improves the functionality of the apparatus.

The Fire Department, in consultation with Public Works, has identified South Coast, Emergency Vehicle Service as a qualified vendor that can complete the specialized work on emergency vehicles on an as-needed basis, including American Le France fire apparatus. American LaFrance has ceased operations and the number of vendors who have experience working with their apparatus is narrowing. The specialized lighting work also limits the pool of vendors with the capability to perform the retro-fits. Of the qualified vendors identified, South Coast, Emergency Vehicle Service was the only firm that provided quotes for the full range of retro-fits required for the unit.

The total planned retro-fit on the reserve ladder truck is $97,348. Funding was approved as part of Decision Package #51 and is available in the Public Works Fleet Operating Budget. Approval of this item will expedite the retro-fit process and get the vehicle back in service as soon as possible.

COORDINATION
Public Works coordinated this item with the Fire Department.
