APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH ONWARD ENGINEERING, INC.
FOR DESIGN SERVICES, AS-BUILT PREPARATION AND CONSTRUCTION SUPPORT SERVICES
FOR THE INGLEWOOD AVENUE AT MANHATTAN BEACH BLVD INTERSECTION IMPROVEMENTS (SOUTHBOUND RIGHT TURN LANE) PROJECT, JOB NO. 40960, FOR AN AMOUNT NOT TO EXCEED $44,163 FOR THE TERM ENDING DECEMBER 31, 2024
EXECUTIVE SUMMARY
Approval of the agreement will authorize Onward Engineering, Inc. to complete the final design elements of the first Phase of the Inglewood Avenue at Manhattan Beach Boulevard Intersection Improvements (Southbound Right Turn Lane) Project by preparing “as-built” drawings and assisting with the Phase 1 construction punch-list and authorize the firm to begin the design work needed for Phase II of the Project.
Completion of the remaining intersection improvements is awaiting procurement of controller cabinet equipment for the northwest corner of the intersection and signal poles for the southwest corner of the intersection. Once received, these items will be installed as part Phase II.
The Professional Services Agreement is needed to complete Project design. The cost for the remaining design work is $44,163 and will be funded entirely from Regional Measure R funds approved for the project. The construction of Phase II is expected to be complete by the end of the 2024 calendar year.
BACKGROUND
The City of Redondo Beach receives regional Measure R Highway Program funding through the South Bay Cities Council of Government (SBCCOG) from the Los Angeles County Metropolitan Transportation Authority (Metro). Measure R Highway Program provides funding for local arterials, signal synchronization, and park-and-ride projects that have a significant operational improvement (nexus) to the State Highway system.
On October 23, 2014, the Board of Directors of Metro approved $5,175,000 in Regional Measure R funds for the Inglewood Avenue at Manhattan Beach Boulevard Intersection Improvements (Southbound Right Turn Lane) Project and on May 5, 2015, the City Council entered into a funding agreement with Metro accepting the funds for project development, design, right-of-way acquisition, and construction.
H.14., File # 23-7339 Meeting Date: 12/19/2023
On June 20, 2017, the City Council awarded a design and right-of-way services contract to Onward Engineering, Inc. for the environmental document and design services for the Inglewood Avenue at Manhattan Beach Boulevard Intersection Improvements Project. The Onward Agreement was for $336,735 and was set to expire on June 20, 2019, whereupon the Mayor extended it to June 20, 2020.
On July 20, 2017, the Planning Commission approved Resolution 2017-07-PCR-006, a conditional use permit for the 3601 Inglewood Ave property abutting the northwest corner of the intersection, requiring it to dedicate 12-foot wide right-of-way for the City’s right turn lane project. In December 2019, a recordation with the Los Angeles County Registrar’s Office was made securing the 12-foot right-of-way necessary for portions of this project.
On November 5, 2019, the City entered into an agreement with the Metropolitan Water District (MWD) to design and construct its relocated vents and appurtenances present at and beneath this intersection that conflicted with the proposed right turn lane. MWD completed the utility relocation design and construction in June 2020 for a total cost of $283,319.
On April 13, 2021, the City Council approved the project plans and specifications for Phase I of the project and authorized the City Clerk to advertise the project for competitive bids. The project was advertised on April 29, 2021, and five bids were received and publicly opened on June 3, 2021. On June 15, 2021, the City Council awarded All American Asphalt (AAA) the construction of the Project for $934,948. However, the Contractor couldn’t start the work without proper Right of Way Recordation for the 552 square foot area and TCE acquired from private property, needed to allow access to the construction area. Right of Way document signing and final recordation took almost a year by the County Recorders and the Escrow office, due to signed documents getting lost in the mail from multiple out of state owners, and County Recorder changing the format of the documents requiring recordation. On May 16, 2022, final recordation from the County Recorder’s Office was obtained. A Notice to Proceed was finally issued to the Contractor on July 18, 2022.
COORDINATION
The scope of work identified in this Agreement has been coordinated by the Public Works Department. Project progress and expenditures have been coordinated with Metro. The City Attorney’s Office approved the Agreement as to form.
FISCAL IMPACT
The project is fully funded by Regional Measure R Highway Grant Funds, paid to the City on a reimbursement basis. The original grant amount was based on higher anticipated right-of-way acquisition costs. Any funds remaining at the end of the project are retained by Metro. There is no General Fund impact associated with this item.
