To: MAYOR AND CITY COUNCIL
From: MIKE COOK, INFORMATION TECHNOLOGY DIRECTOR
TITLE
APPROVE AN AMENDMENT TO THE AGREEMENT WITH NC COMMUNICATIONS FOR LOW
VOLTAGE CABLING, TELECOMMUNICATIONS AND DATA CENTER SERVICES FOR AN ADDITIONAL $150,000 OF WORK, INCREASING THE TOTAL NOT TO EXCEED AMOUNT TO $184,999, FOR THE EXISTING TERM THROUGH SEPTEMBER 18, 2025
EXECUTIVE SUMMARY
The City currently holds a standing agreement with NC Communications for as-needed, on-call services for low voltage fiber optic and copper cabling installation. An immediate need for low voltage cabling has arisen to install RFID badge card readers for employee access at all Police Department facility entrances as part of the Police Station Capital Improvements Project (CIP), in addition to cabling work for security camera expansion at various City facilities. Quotes from NC Communications for the work will exceed the current contract amount. The proposed amendment will provide the funding needed for the cabling component for each of these projects.
BACKGROUND
On September 19, 2023, the City Council approved an agreement with NC Communications for oncall services on an as-needed basis for low voltage fiber optic and copper cabling installation, troubleshooting, and maintenance services in support of various city operations. This includes, but is not limited to, the maintenance and expansion of data networks, voice networks, data centers, telecommunication spaces, and critical information technology infrastructure.
In recent months, a combination of increased work load and retirements within the Public Works and Information Technology Departments has significantly increased lead times for in-house completion of low voltage cabling work, often delaying projects by several months. With the number of largescale projects reliant on low voltage cabling infrastructure (public WiFi, Municipal Broadband, etc.) planned for construction, contracting with NC Communications will reduce turnaround time and improve the quality of the City’s cabling infrastructure.
NC Communications is a local business with state-of-the-art equipment, comes highly recommended by its customers, and is the same company leveraged by our telecommunications service providers for complex and urgent services such as fiber optic cable splicing and repair.
COORDINATION
The City Attorney’s Office prepared the proposed contract amendment.
H.15., File # 23-7372 Meeting Date: 12/19/2023
FISCAL IMPACT
