Subject: STREET SWEEPING MODIFICATIONS ALONG DIAMOND STREET TITLE:

DISCUSSION AND POSSIBLE ACTION REGARDING CHANGES TO STREET SWEEPING HOURS ALONG THE SOUTH SIDE OF DIAMOND STREET NEAR RUHS.

SUMMARY:

In response to discussions between staff, councilmembers, and the Redondo Beach Unified School District Board, staff is exploring modification to street sweeping restrictions around Redondo Union High School (RUHS). The change to the students’ daily schedule has potentially provided an opportunity to modify parking restrictions to the benefit of motorists and residents. Staff has explored the option with the school officials, the City’s street sweeping vendor, and believes there to be significant resident support for a change.

Therefore, staff recommends revising street sweeping parking restrictions along the south side of Diamond Street between PCH and Del Amo Street to be 7 AM to 8 AM on Thursdays and is seeking the input of the public and the Public Works and Sustainability Commission before bringing the matter to City Council for final consideration.

BACKGROUND AND DISCUSSION:

Diamond Street is an east-west Collector Street between Catalina Avenue and Prospect Avenue, linking the coast, City Hall, Redondo Union High School (RUHS), and the Beach Cities Health District. The street ranges between 56 and 63 feet wide, contains one lane in each direction, Class II bicycle lanes, a two-way left-turn lane, and parking on both sides of the street. Parking spaces are marked in the vicinity of RUHS. Fronting development along Diamond Street east of PCH includes RUHS and a mixture of single and multi-family residential units.

Streets within Redondo Beach are typically swept every week, with streets in this particular area swept on Thursdays or Fridays. Along the south side of Diamond Street between PCH and Del Amo Street (RUHS), parking is prohibited on Thursdays between 11 AM and 2 PM for street sweeping. Parking is prohibited along the north side of the street on Fridays between 11 AM and 2 PM for the same reason. Other parking restrictions exist along the south side of Diamond Street that would not be affected by this proposed change.

Street parking along the south side of Diamond Street is typically utilized by neighborhood residents and visitors to RUHS. School officials have expressed concerns that current Administrative Report
restrictions are an inconvenience for campus visitors during the middle of the school day.

These restrictions could also be an inconvenience for residents. Starting in the 2022-2023 school year, RUHS implemented a new bell schedule, with school starting at 8:30 AM rather than 7:55 AM. Due to the change in bell schedule, there is an opportunity to perform street sweeping during times that the street parking would be least utilized by various constituent groups. Based on feedback and discussions with councilmembers and the school district, staff are proposing to revise and shorten the street sweeping-related parking restrictions along the south side of Diamond Street between PCH and Del Amo Street to be 7 AM to 8 AM on Thursdays. This timeframe would allow for additional neighborhood resident and RUHS campus visitor parking. This proposed change has been discussed with Athens Services and it is their preferred time slot for sweeping.

ALTERNATIVES AVAILABLE:

1. Recommend staff advance consideration of street sweeping changes to the south side of Diamond Street between PCH and Del Amo Street to the City Council.

2. Do not support the recommendation from staff.

3. Other actions as determined by the Public Works and Sustainability Commission.

COORDINATION:

Coordination of this report took place within the Public Works Department and with councilmembers and RBUSD. Noticing was provided to all residences with frontage along and within 150 feet of Diamond Street between PCH and Del Amo Street.
